The Kuwaitis never cleaned the place up because they never clean anything up. If someone else doesn't do the sh!t work for them, it doesn't get done. Which is why they are despised in the Arab world.
Upon further thought, though, I realize that Powell did not refer to the people in this column as "civilians," but as "non-combatants." I understand there is a difference, but even he was forced to admit that the U.S. had no business destroying that column.
