Excuse me but you are horribly mistaken. That was the Iraqi army in civilian vehicles in full retreat. The only civilians that were in Kuwait were Kuwaitis and they were not on that highway. I hope that this clears up a ten year old misunderstanding.

If I am horribly mistaken, then Powell was, too. Even he admitted at the time that most of the casualties were civilians.

It's also worth noting that based on the U.S. plan in Iraq there was no reason to bomb "military personnel in civilian vehicles" that were fleeing, since the U.S. obviously had no intention of pursuing them all the way to Baghdad.
