GOA Slams CARA

Gun Owners of America has panned the Conservation and Reinvestment Act (CARA), H.R. 701, currently sponsored by the National Rifle Association's Institute for Legislative Action.
"CARA represents an entitlement for radical environmental extremists who are extremely anti-gun," the organization's website charges, calling the bill an "anti-gun land grab".
The advisory also states, "There will be multiple ways to condemn outdoor shooting ranges and convert the land to non-firearm use, and convert private hunting land to government owned-wilderness. CARA will finance land acquisition with no limits on condemnation, including historic preservation, urban parks, wildlife 'conservation', and Indian lands.
"When rural land disappears, opportunities for recreation, including plinking, disappear. The only thing standing in the way of this outcome is the good faith and good will of environmental organizations and the bureaucracies they are cozy with."
The advisory also objects that the one-time act will put $45 (actually $47) billion in federal funds "in a trust fund and out of reach of yearly appropriators. In other words, less accountability than most other federal programs."
GOA's CARA condemnation relies at length on a letter submitted by G. Ray Arnett, former executive vice-president of NRA, and included in the minutes of House Resources Committee hearings on the measure. In the letter, Arnett said, "The unprecedented flood of money provided by CARA will enable the purchase and turning over to federal and state agencies, private lands historically and currently used for sport hunting, fishing, and trapping. This will subject the property's sporting use to the whim of public opinion, and bureaucracies that are increasingly hostile to sport hunting, fishing, trapping and firearms ownership."
The association joins the New York State Rifle and Pistol Association, that state's NRA affiliate, in opposing CARA, stating its reasons as:
"1. CARA is a land acquisition bill, not a wildlife management bill. Almost 90% of the funds go to non-Pittman-Robertson Act projects. Nowhere do the words "hunting" or "sportsmen" even appear in the bill.
"2. What money does go to Pittman-Robertson Act is not subjected to yearly Congressional review to see if it is being used properly.
"3. Title 2 offers inadequate protection of public and private hunting lands.
"4. Title 7 offers inadequate protection of private hunting lands and both public and private shooting ranges."
The Pittman-Robertson Act uses federal excise taxes on arms and ammunition to fund conservation and land management practices favorable to hunters and shooters.
NRA Board member Ted Nugent has taken an emphatic stance in opposition to CARA, but most members have remained silent on the issue pending NRA meetings in Washington, D.C. expected to be set later this month. Board member Rep. Don Young, R-Ak, is co-author and principal sponsor of CARA.
