I've asked this question on two other threads, but no one will answer it: WHEN is Congress going to declare war? and, Does war have to be declared on a specific country, or can it be declared on a group of people, such as the al Qaeda?

It is my understanding 'war' won't be declared, as this hamstrings the prez a bit.
It is a police action similar to VN, for all practical intents.

Regarding a "to whom it may concern" declaration of war that does not name a nation as the enemy, we did that once before in our history, against the Barbary pirates in 1806.
