Chechen rebel president names negotiator for talks with Russia

MOSCOW, Sept 25 (AFP) - Chechen separatist president Aslan Maskhadov has appointed a negotiator for talks with Russia, saying there were "real chances" for peace following Russian President Vladimir Putin's offer on Monday, his spokesman told AFP by telephone Tuesday.

"I think that after the Russian president's new offer, there are real chances to start negotiations as soon as military action ends and to peacefully settle contradictions accumulated (between the Russian and Chechen peoples) for centuries," the spokesman quoted Maskhadov as saying.

On Monday, Putin called on Chechen separatists to contact his envoy in southern Russia and discuss the modalities of a rebel surrender, giving them three days.

The Russian president did not use the word "negotiations" or suggest a pullout of Russian troops from Chechnya.

Maskhadov said he appointed the deputy head of the Chechen separatist government, Akhmad Zakayev, to carry out negotiations with Putin's envoy, Viktor Kazantsev.

No Kremlin official could be reached immediately for reaction.

Something put the fear of Allah into him. Must be the news in Afghanistan.

A Kremlin adviser told Reuters Putin in turn was also looking for more support for Russian policy towards separatist Chechnya, site of two brutal wars over the past decade.

Putin has justified his war against Chechnya as a struggle against Muslim "terrorists", and said he has long warned Washington about the dangers posed by bin Laden.

Russia's Mayak radio quoted Kremlin officials as saying Putin would use his speech in the Bundestag to outline his plan for introducing a new system of international security.

Officially, Putin has said he is not seeking Western acquiescence towards Moscow's policy in Chechnya or a softening in the U.S. stance on ballistic missile defence in exchange for support against Afghanistan.

"We do not want to, and will not, get involved in any horse-trading," he said in an interview last week. "For us, the issue of uniting forces in the fight against terrorism is a separate theme of our cooperation."

Chechens see their end without the Western support they counted on.

Wahabis and their associates are no longer welcome in U.S. or Europe. All their support operations were pulled, I think. Guerilla without sanctuaries or support organization are dead meat. Chechen conflict may end in anti-climactic way. I knew Putin will insist on dismantling of Chechen operation by U.S. as the price for his help in distroying Talibans and Bin Ladin. U.S. may have had little choice but to oblige. Wahabis were useful for U.S. elites in its little conquest around black sea, Kosovo, Bosnia and Chechenya. Now they are paying the heavy price because Wahabi has its own strong agenda, too.

Having been defeated once in the First Chechen War of Independence, the madman Putin would be wise to surrender to the reconstituted forces of the legitimate government of President Aslan Maskhadov. The Second War has been a disaster for Russia and now Moscow must sue for peace.

The veteran fighters of Shamil Basayev have been on the offensive in much of Southern Russia for the last couple of weeks. Hundreds of Russian soldiers dead and several choppers down in flames thanks to US Stinger missiles provided to the Chechens by the new American administration.

Moscow has murdered or placed in concentration camps hundreds of thousands of Chechen civilians in the last decade -- and now, as the Third World War begins, it is payback time for the Russian animals. Putin would be wise to take this opportunity to get out in one piece. The Chechens will never surrender...

From the Tetovo Republic to Grozny, American backed freedom fighters continue to battle the evils of Slavic hegemonism. Unlike the US forces, the bulk of these fighters have not been lured to one region in a concentrated mass -- but continue to be spread out. They will be well prepared to continue the fight should the US suffer the same fate in the Third World War's second battle as they did in the Second World War's...

Khyber Pass or Kasserine Pass, history shows America will get off to a slow start but will win. Just like World War II, the US will need allies like the Chechens and the Kosovo Liberation Army to know ultimate victory...

I wonder if Osama Bin Ladin's boys like Khattab are bugging out of Chechnya at the same time the West is turning their backs to the Chechens thus cutting both legs from under the Chechen resistance?

Europes only trembles at the thought of the mess, but the stench of dead musli will be taken care of by the other radical islamic cockroaches (as they are reknown for feeding on their on brethern).

It is the Chechens that are on their knees and its not to pray to Allah.

The Russian special operations (helped by Western/Turkish intel?) is killing Chechens by the dozens where they were once safe.

Soon it will be the turn of the Albanians in the Balkans.

I must say, your drival makes less sense today then usual. So who's side in your fantasy world is America on? Seems the US is about to bomb and straff your little maggets into paste...but you claim it's the friend of Islam?

Well at least it's nice to see that you are an equal opportunity WHORE who is more then willing to bend over and spread wide for any Islamic and not just the roachs from Illyria. But do be careful, you might catch some nasty STDs and more then a few of them are lethal...especially the ones that burn bright like napalm.

I hope you were not being serious in thinking "Allah's suitcase" is a joke. Rest assured that one of the major Western cities will be destroyed by a crude nuclear device before the end of the year. Moscow as good a choice as any -- if not better...

Well we certainly have an eclectic bunch of whiners today! Must be something to do with the world being on the brink of millions dead in the Third World War -- wonder if it was like this in July of 1914 or 1939....?

To understand the Chechen conflict it must be realized that in the late 1950's Stalin deported in excess of 95% of the population to the East. This is considered historical fact by all sides. They will not permit this to happen again.

I will not try and address the hypocrisy of why it is ok for numerous former Soviet states to become independent but for the Chechens it is not. This is not a war of religion but one of Nationalism. When the Russians attacked in 1995 the Chechens took help from wherever they could get it and yes -- this included many Eastern holy warriors from Afghanistan.

These brave fighters killed many Russians in that war just as they continue to do now. Moscow gets their asses kicked every week in Chechnya, hundreds of Russian conscripts die there each month despite their overwhelming edge in artillery, troops, and airpower.

The United States has provided Stinger missiles to the Chechens since last year. Real Americans are not fooled by this sudden "friendship" with Moscow. The ex-KGB thug Putin seeks to destroy America or at least reduce the US influence to a level where it is a bi-polar world again.

Now American forces are bunched up and preparing to fight in Afghanistan. A month ago could you believe this was about to happen?

Are you familiar with Atomic mines? The Chinese have deployed several of these devices along their border with Russia since the late 1970's in an attempt to prevent a Soviet move across the Amur River.

The first rule of modern combat is not to get caught in a group. "Spread out" just as effective in World War II as it is today. Yet American forces have been maneuvered into huge concentrations...

The ex-KGB thug, unlike the Serbs, uses propaganda to demonize his enemy. Thus American sheep are influenced to think Chechen freedom fighters are Muslim terrorists. Are you serious? You think these guys flew a plane into the WTC?

Hundreds of thousands of Chechen women and children are in concentration camps. However you do not read about this because Moscow kidnaps any Western journalists brave enough to go to Chechnya to report the truth. Pro-Moscow elements then claim to be Chechens responsible for this outrage.

Ask yourself why the US backs the Kosovo Liberation Army and the Chechen fighters. It is because these nationalistic elements seek to provide control of areas soon to be crucial for the new pipelines. Moscow does not like this so they back Macedonian paramilitaries and Greek terrorists like November 17 in the modern day cold war.

Within months, hundreds of thousands will be dead. America is now committed to a war and cannot back out -- and in a sense the enemy gains a huge victory by eliminating US options other than war. That is why the US must be strong and not falter in seeking victory. Secretary Powell needs to stand down and allow Mr Wolfowitz to take charge.

When the balloon goes up the Chechen fighters will still be killing Russians every day. Moscow seeks to yield because Putin wishes to disengage forces for redeployment. However the forces of President Maskhadov will accept nothing short of a complete Russian surrender -- as happened in the first war.

Russians are cowards and murderers. They seek to use America's tragedy to their advantage -- I suspect they know a good deal about the 9-11 attacks. Nobody in America will be saddened when "Allah's suitcase" opens in Moscow.

On another thread the Humanitarian warrior laughs about KLA forces being on the ground in Afghanistan to spot for NATO bombers as during the Kosovo war. He makes the mistake of thinking that all KLA fighters are Albanian -- as Mr D wrote in March, many of them are US Special Forces.

Same thing in Chechnya. America supports the Chechen fighters under President Maskhadov and always has. If you attack them -- you attack America. Mr Bush does not cut and run when his friends need help. By the same token they are with him the distance until the enemy is destroyed....

The forces of freedom on the move. Europe trembles.

The Chechens are going to get hammered if the West loses interest in watering down Russian military responses through political means. To bad Russia doesn't let Western officials into Chechnya then they could get solid proof that Bin-Laden or Afghan rebels have been fighting with the Chechens.

I think that's exactly what you're seeing happen. The Chechens are about to feel the full unincumbered force of Putin if they don't give it up. You saw how fast we dropped sanctions on India and the Packs. We need Putin and if the price of his help is to give him a green light to eliminate these roaches, so be it.
