he mentioned that we are at war with ONLY those terrorist organizations with GLOBAL REACH. I'm guessing that's why Hamas, Hezbollah (sp?), and the PLO are not on the list

The IRA, Shining Path, ETA, and other national/regional groups will probably not come under the scope of the US mission (not should it) unless they directly attack the US, or contribute to activities/groups that directly attack the US. They may be attacked if such action would help our allies help us.

As far as Hamas, Hezbolla and possibly the PLO - we'll evertually confirm that their dirty hands were also raised against us. At that point they will and should get a major-league slap-down.
