The Federal Building is the big ole' Welfare office. Could have just been a disgruntled husband or something. They keep waivering on whether the guy shot ( and I am terribly sorry for him and his family) was a civilian security officer or a federal officer.

Been there many times, and you are absolutely right. That building sees a high volume of "low income/social strata" individuals. Could be just that: street scum.

If this had occured at any other time it wouldn't even warrant attention. This is normal down there. My money is on a welfare receipient who just got booted off the dole.
