We went through this before on several threads -- It varies from policy to policy, I guess.

I just got off the phone with someone who works for the Port Authority of New York & New Jersey (at one of the airports, not the WTC), and I was told that the agency carries no outside insurance. All of its facilities are "self-insured," which means that the agency is so large that they have sufficient financial resources, bonding capability, etc. to deal with a major catastrophe.
