The way to stop terrorism is to stop the flow of their oil money. Anything less, such as acting against bin Ladin, would only be a weak stop-gap measure. As we can see, there are thousands who would quickly take his place
There is a long history of terrorism by Libya, Iraq and Iran. I recommend that the U.S. permanently occupy the oil fields of those countries. The petroleum produced would be sold on the world markets and used for (1) compensation to the victims of terrorism, whereever it may occur in the world, (2) the deployment of an international missile defence system, (3) food, medicine and basic shelter for the citizens of those countries who will be foregoing their oil revenues, and (4) the costs to the U.S. of administering the above.
The occupation would continue until alternate fuels replace petroleum in twenty years.
One result will be that the populations of those countries will rise up and throw out the now impoverished Houssein, Qhadaffi, etc. There would be no necessity to get blood on our hands as they have on theirs.
The miltary operation would be carried out in Desert Storm fashion and the costs would be paid by the future oil revenues. Any successful legal claims made by these countries against the U.S. in international courts would be reimbursed to the U.S. out of the oil revenues.
