Under the pact, which was denounced by other Arab states, Israel agreed to return the Sinai to Egypt, a transfer that was completed in 1982. In a joint letter the two nations also agreed to negotiate Palestinian autonomy measures in the Israeli-occupied West Bank and Gaza Strip, but virtually no progress was made on this issue until the 1990s.
The Oslo negotiations paved the way for a major breakthrough in the peace process. On September 13, 1993, Rabin and Arafat witnessed the signing of a historic peace accord between Israel and the PLO at the White House in Washington. This accord, known as the Declaration of Principles (DOP), outlined a proposal for limited Palestinian self-rule in the Gaza Strip and in the West Bank town of Jericho. It also stated that within five years of Israel's withdrawal from these areas, the two sides were to reach a settlement regarding the final status of all Palestinian areas occupied by Israel. The agreement also set the stage for the establishment of a ruling body, the Palestinian National Authority (PNA), to administer these regions. Despite the general euphoric mood created by the agreement, right-wing Israeli parties and dissident Palestinian groups expressed dissent. Terrorist attacks from both sides also delayed swift implementation of the agreement.
