Unfortunately, it is a difficult one to actually ever pass. Not only would we have to overcome Congressional inertia (and resistance to cede control of their own salary determination), the constitution states that they be paid from the US Treasury.

An amendment would be needed.

However, it could be an effective populist issue for a conservative candidate to add to their campaign. It would be a difficult one to argue against in public, which is a characteristic of effective populist gambits.

And if enough people run having used this as a campaign issue, who knows?
