Initial finding: Catholic Charities USA's national finances warrant detailed examination, particularly its program expenses, federal grants, transfers to other organizations, and financial disclosures.

Thank you very much and God bless you.

However, there is a documented case involving approximately $1.7 million in suspected fraud at a separately operated Catholic Charities agency in Milwaukee. That case demonstrates that the type of spending manipulation you described can occur within a charitable organization. KVIA

1. National financial picture The 2023–24 audited financial statements report the following: Financial measure FY 2024 Operating revenue $39,289,439 Operating expenses $44,241,887 Operating deficit −$4,952,448 Federal grant revenue $5,376,421 Investment returns $5,176,048 Total assets, June 30 $91,180,574 Total liabilities $9,946,269 Net assets $81,234,305

USD millions; the operating deficit is approximately $4.95 million.

The operating deficit was largely offset by investment returns. That is not inherently improper, but it raises questions about financial sustainability and the relationship between restricted donations, investment income, and operating costs.

2. Where the money reportedly went The audited statements' functional-expense schedule identifies these categories: Expense category Reported amount Program services $32,729,064 Management and administration $5,349,355 Fundraising $4,197,384 Other/unreconciled difference $1,354,167 Total operating expenses $44,241,887

The last line labeled other/unreconciled difference is my calculation, not a category established by the auditor. The three functional amounts above total $42,275,803, and the source also reports a different functional-expense total of $43,629,970. That discrepancy needs reconciliation against the original statements and their accounting notes before interpreting it as a problem. Catholic Culture

The FBI/IRS needs to investigate whether the stated program spending represents actual services, grants to member agencies, disaster assistance, policy work, or other payments.

3. A real example of the exact fraud mechanism In Milwaukee, investigators uncovered alleged fabricated vendor payments involving Catholic Charities of the Archdiocese of Milwaukee.

According to reporting on search warrants and the charity's own statements, the scheme involved fake invoices, nonexistent vendor arrangements, and payments benefiting individuals. The organization estimated losses of approximately $1.7 million, with activity dating back several years.

The charity reported dismissing implicated employees and strengthening its financial controls. At the time of the January 2025 report, no charges had been announced against the people identified in the warrants.

This illustrates how funds can be diverted while appearing in the books as ordinary expenditures.

4. A significant national transparency limitation CCUSA's IRS classification exempts it from the annual Form 990 requirement that applies to most secular charities.

That means the public cannot rely on the usual Form 990 disclosures for a consistent annual breakdown of executive compensation, contractors, related-party transactions, and charitable spending.

However, national federal single-audit documents are publicly available for fiscal years 2016 through 2025, providing an alternative way to examine financial statements and grant compliance. ProPublica

Its own governance statement also explicitly says that the national organization does not directly serve the public and does not control member agencies. Catholic Charities USA

This distinction matters because the 2025 annual report claims that the network served over 16 million people, while those services were delivered across member agencies, not solely by the national office. Catholic Charities USA

5. What needs Investigation is the area of Federal grant spending Grant-by- grant awards, expenditures and audit findings Program expenditures Names of recipients, subgrants, service contracts and payment amounts Executive compensation Salaries, bonuses, benefits and related compensation Related-party transactions Ownership and financial relationships between vendors, executives and directors Disaster relief Reconciliation of donations, grants and documented distributions Accounting irregularities Adjusting journal entries, restricted funds and audit reconciliation notes

The 2025 annual report says CCUSA awarded $14.6 million in disaster recovery assistance across 42 disasters in 19 states. That is a useful, testable claim: it should be possible to reconcile the figure to grant records, recipient agencies, and the financial statements.

I reserve my donations to parish level and diocese level purposes, where I know how they are being spent. We have a great bishop who has made clear that no such local donations will be forwarded to the national “charitable” organizations.

You mean like when the government says that all SS tax collections into the SS trust only go to SS payouts?... That kind of promise?
