Massachusetts Democratic Gov. Maura Healey has reportedly said she has declined to give SNAP recipient data to the Trump administration because of no assurances it will not be passed along to ICE
======================================================================
Massachusetts is recovering SNAP and other fraudulently obtained public benefits at a rate of just 2.7%, equal to roughly $2.69 for every $100 stolen, according to a new, outside review that follows the state acknowledging over $1 million in such fraud in the first six months of this year.
The outside review was conducted by Lexis-Nexis's Risk Solutions Government Group.
“Massachusetts is no different than any state in the country, except that they’re still in denial about the scale and scope of the problem,” Haywood Talcove, the group's CEO and government fraud expert, told The Boston Herald, in a story the newspaper published Friday.
Talcove appears to attribute the problem to understaffing and outdated technology.
“They have less than 10 frontline investigators in the state, so their ability to detect fraud is as limited as their technology to find it," he said. "They are significantly undercounting the fraud, and they don’t even have the mechanism to recoup the dollars that have been stolen."
The Massachusetts Office of the State Auditor released a report in September detailing $10.6 million in public-benefits fraud uncovered by its Bureau of Special Investigations in those first six months of this year, which is also the third and fourth quarters of fiscal 2026.
The bureau found such fraud tied to 402 of 2,223 total cases in that timeframe.
The vast majority of the fraud was found in the state’s SNAP and Medicaid programs.
MassHealh – which provides health benefits and helps pay for them for qualifying children, families, seniors, and people with disabilities living in Massachusetts – accounting for 57% of the roughly $6.1 million in stolen funds. SNAP accounted for 36.3% of the fraud, or roughly $3.9 million over the same period, The Herald also reports.
The totals appear to be a significant increase compared to the $4.4 million uncovered by the auditor in the first two quarters of fiscal 2026.
Meanwhile, the state has recovered just $285,339 of the $10.6 million total, which equals the 2.7% and the $2.69 for every $100 stolen through fraud figures.
The administration of Democrat Gov. Maura Healey says 95% of the cases in the Massachusetts auditor’s report were referred by state agencies.
“Our goal is to make sure Massachusetts residents who need assistance can access the benefits they qualify for, while protecting these critical programs from fraud and abuse,” a spokesperson for the state Executive Office of Health and Human Services told the Herald. “The figures in the Auditor’s report do not capture the full scope of the state’s efforts to recover funds and protect taxpayer dollars."
Talcove says every states must share information about SNAP benefits recipients with the federal government to root out fraud.
However, Healey has reportedly declined to do so because, she says, the Trump administration has given her no assurances that the data will not be passed on to Immigration and Customs Enforcement.

Sure because if they don’t...the state ends up losing money. The states calculate this into their funding plans.
If we get X amount of people on welfare the federal gov’t gives us $Y amount of money.
So that money is now spent. If they actually go back and identify the fraud the federal gov’t won’t pay them unless it’s legit. So obviously the state won’t be going after fraudsters.
Keep in mind...the left are also the ones that think breaking a window is economic growth as people will need to buy new windows. They see the “free” money coming in and think it’s great because that’s economic growth for their state.
It might be better to simply report the amounts to the IRS so tax credits and Social Security payouts can be adjusted.
EBT Card records can be gotten.................
I wonder how many state and federal employees owe their jobs to the existence of the SNAP program.
We’ve got to have some administratin’ you know.
Sadly, fraud and incompetence are built into every government program. It cannot be otherwise.
“Massachusetts Democratic Gov. Maura Healey has reportedly said she has declined to give SNAP recipient data to the Trump administration because of no assurances it will not be passed along to ICE.”
So she admittedly is withholding evidence of crimes. Charge her with Obstruction of Justice.
This fraud is in fact a massive multi state rat money laundering op. Providing the data would expose it. ICE is the convenient excuse.
Plus, the non lazy SNAP recipients go out and get paid in cash under the table.
This seems to be the case in the roofing industry here in NH. The contractor bids the job. He then hires a subcontractor who actually removes and installs the shingles. The subcontractor shows up at your house in a white van with MA plates. Eight persons pile out all speak Spanish and are from Ecuador. They get paid by the job.
Most likely in CASH or check.
I am so tired of reading articles about fraud against the government. When will it stop?
After a few necks are stretched.
Cut off State Terrorism. They are cultivating super-predators on the rest of the country.

CAPITATION is the word: “If we get X amount of people on welfare”.
Deloitte is paid CAPITATION for every dead person, every duplicate, every ghost, every ineligible person on SNAP, WIC, Medicaid, CHIP, TANF, Sec8, LIHEAP, etc. Deloitte is the single biggest welfare FRAUD as Deloitte IES is in MA and 25 states, all the big states, and partial IES in other states.
Gainwell, other IT vendors, insurance companies, Providers are also paid CAPITATION for every legit and every bogus recipient on the rolls. But the cost of WASTE due to the garbage data they receive from Deloitte is far more than the CAPITATION they receive.
Fed and State STAFF also have big WASTE in trying to process the garbage data they receive from Deloitte.
Until Trump, Vance, RFK, OZ replace Deloitte with an honest IT vendor the downstream FRAUD will outpace swats by the DOJ.
“how many state and federal employees owe their jobs “
Most Federal and State welfare jobs (SNAP, WIC, Medicaid, CHIP, TANF, Sec8, LIHEAP, etc) are due to the difficulty of handling the garbage data from Deloitte IES.

fraud: When will it stop?
It can be reduced but will never stop. The current wave of welfare fraud was born in 2013-2014. Obama greatly increased both the size and complexity of welfare. In response Deloitte designed and developed IES Integrated Eligibility IT software System that is now used by 25 states, MA NY PA MI WI IL MO GA FL TX CA...all the big states and parts of it in other states.
Deloitte intentionally designed and developed IES in 2013-14 to be FRAUD. The CIO of GA DCH went to great lengths to try to get Deloitte to properly design and develop IES. Deloitte fought back in the swamp and won.
When Trump, Vance, RFK, OZ decide to go after the big FRAUD, much of the little FRAUD will disappear. The Deloitte FRAUD is what makes possible much of the little provider and recipient fraud.
The gov’t sets the format. And the ground rules.
What could go wrong with that?
“fraud and incompetence are built into every government program”
Not true. Fraud and garbage data are built into the design and development of Deloitte IES.
But relatively speaking, there is not much fraud or waste built into the design of GAINWELL, the other big welfare IT vendor. GAINWELL’s biggest WASTE is in trying to process the garbage data it receives from Deloitte.
“a massive multi state rat money”
Yes, it is Deloitte IES in 25 states, MA NY PA MI WI IL MO GA FL TX CA... all the big states that makes it multi-state. Note it is in both Red and Blue states. So far, the Red States are also doing nothing. The attorney general here in GA seems clueless.
