California’s Legislature is Trying to Pass Pro-Abortion Bills Without You Knowing

Radical pro-abortion California is continuing its tirade against the lives of preborn and born children alike with three new bills that horrify the average American voter.

As California reaches the end of its legislative session, abortion extremists are going to push these bills through as quickly as possible — but Students for Life Action (SFLAction) won’t let them do it without a fight.

Here are the deadly bills California state legislators introduced:

AB 1930 — “Abortion or gender-affirming health care services: investigations, subpoenas, or summons”

Introduced by Democrat Assemblymember Rick Chavez Zbur, along with Democrat Assemblymembers John Harabedian, Nick Schultz, and LaShae Sharp-Collins, this bill doesn’t investigate the horrors of abortion and sex-rejecting procedure vendors. Instead, it builds a legal wall around abortion and gender-affirming care records.

Under

AB 1930

, if any outside investigator comes after a California vendor’s records, that vendor can’t just hand them over. The vendor must notify the state attorney general (AG) within seven days, and the AG then has 30 days to review before any disclosure is allowed. Vendors must also notify the patient and other vendors involved, and violations carry civil penalties of up to $15,000 each.

AB 1930 has passed several California State House Assembly and Senate Committees and is now on its second reading, awaiting a Senate floor vote. The bill was amended, meaning once it passes in the Senate, it must return to the Assembly for concurrence before going to Governor Gavin Newsom’s desk for signature.

AB 2531 — “Public health: abortion services”

With an oxymoron of a title,

AB 2531

would open up state abortion grant funding to cover veterans and those with insurance coverage that won’t help with costs.

Introduced by Democrat Assemblymember Jacqui Irwin and cosponsored by Democrat Assemblymembers Cecilia Aguiar-Curry, Josh Lowenthal, Darshana Patel, and Catherine Stefani, the bill would make it so uninsured vets who don’t qualify for Medi-Cal or other existing programs would be able to get free or low-cost abortions and birth control through vendors who take the grant money. It would also require the state’s veterans department to point women veterans toward California’s abortion-services website.

Introduced February 20, 2026, AB 2531 is now back on second reading, awaiting a Senate floor vote. Because the bill was amended, AB 2531 would return to the Assembly for concurrence before going to the Governor if the Senate passes it.

AB 2540 — “Public health: public postsecondary education: student health centers: abortion by medication techniques”

This bill

is by far the most aggressive of all three anti-life bills in California’s legislature right now.

Authored by Democrat Assemblymember Catherine Stefani and backed by 10 other Democrat coauthors, it would force every California community college with a student health center to start giving students the chemical abortion pill on demand starting in 2029.

The Senate Appropriations Committee estimated the bill will cost the state anywhere from $7 million to $27.9 million to implement, with an additional annual cost of $5.6 million to $9.3 million in taxpayer dollars.

After passing through committees, AB 2540 is in its second reading, awaiting a Senate floor vote. If passed, it will go to the Governor’s desk for signature.

The Democrats’ Sick Game

All three bills were dropped within days of each other back in February, are being carried by overlapping groups of the same legislators and have been pushed through committee after committee on the same accelerated schedule, racing to beat the Legislature’s August 31 deadline to adjourn for the year.

This is a coordinated package of bad abortion bills, and Democrats are trying to ram it through in the final weeks of session with as little public attention as possible. If they clear the Senate floor in the next two weeks, all three could be sitting on Governor Newsom’s desk before the month is out.

Students for Life Action has been raising the alarm about these bills, taking to social media & email to let California pro-life voters know about these harmful and dangerous bills. We will not stop until the California legislator is held accountable for its ruthless attack on preborn children.

There’s still time to stop these bills from going through. Contact your state Senator and tell them to vote NO on this package of bad abortion bills.
