The media is being bought off in real time. Politicians, too!
Most people do not want this level of surveillance. People will be injured or killed as a result of flock cameras. That includes cops and city council/county commissioners. These things will never be justified.

They know everything they’ve ever done.
That is a really good job given that they were working with actual film. That sort of work requires inter-negative masks and image sandwiches at the enlarger. Difficult work.

I got a behind the scenes tour of our medium sized cities Emergency Ops Center over 10 years ago. Even then they had similar cams at all the major intersections. They showed me live how they could zoom right in each individual car, take very clear video of the car interior and the person - and what the person was doing.
Worst of all - the images were so clear they could read the persons lips and know what they were saying! This was done by matching the lips movement to software that could actually read lips, seriously.
PLUS - the cams had a remote audio detection technology that could actually HEAR what was going on inside the vehicle. Not stellar at the time, but enough they used that audio to match against the lip reading software.
If that was ten years ago, I imagine they can take a freaking DNA sample remotely by now.

Own the mechanism for surveillance and own the mechanisms to fabricate or remove the surveillance evidence, sweet.

Actual film? I doubt that ... Flock recordings are digital. Anything digitally recorded can be altered.

It's also a primary plot device in the (fictional?) movie "The Running Man".
Eons ago (1980s) I learned to do that kind of stuff in the darkroom ... I was never that good at it, though. I suspect the Soviets used airbrushing as well as burning and dodging masks.
Yeah, darkroom affects are such a pain. Once I got used to a digital camera and Photoshop my darkroom was given a new home. I had a lot of gear centered around a B-22XL enlarger. I used to purchase film in 100’ spools and then load the camera spools myself. Tri-X, Plus-X, Panatomic-X mostly. Color in the darkroom was a nightmare.
