In August 2024, candidate Donald Trump told a rally crowd that Joe Biden was "using the strategic reserves, which is meant for military, which is meant for war," and pledged that "We have to fill up the strategic reserves immediately."
Two years later, with the United States locked in a protracted conflict with Iran, the Strategic Petroleum Reserve is doing the opposite of filling up. According to figures circulated by Geiger Capital and Hedgeye, the SPR has fallen roughly 25% in recent months and now sits at its lowest level in about 43 years, covering an estimated 16 days of U.S. oil demand, down from a 2009 peak of about 36 days.

The Biden administration drew the reserve down aggressively during the 2022 to 2023 energy shock, selling more than 200 million barrels at an average price of roughly $75 per barrel.
That drawdown was the political ammunition Trump used on the campaign trail. Under his own administration, as this publication reported in May, the SPR posted its largest single-week drain on record.
The Energy Information Administration's own tables show the trajectory. Its May Short-Term Energy Outlook lists SPR crude at 413.5 million barrels at the end of 2025, falling to a forecast 243.5 million barrels by the end of 2026. That is the sharpest projected annual draw since the reserve was created after the 1973 Arab oil embargo.

The title is misleading. Our reserves are not at an all-time low. It’s the level of the SPR.
Gee. There is a difference.
Biden drained the oil reserves for wholly political benefit in the lead up to elections.
Trump drained them to buffer the shock of protecting the entire world including ourselves from the specter of an Islamofascist regime with a history of threatening death to entire nations from acquiring nuclear weaponry. In addition, politicians in the House and Senate have sold 280 million barrels from the SPR over the past decade as a budget gimmick to offset other spending, often without a serious debate about how the drawdowns affect the nation’s energy security.
This is an effort to equate the diminishment of the SPR under Trump with the Biden Administration’s politically motivated raiding of the SPR to offset their shit-for-brains energy policy disasters in the lead to an election.
Only an ignorant fool will pick up what the Media is putting down in their attempts to sway opinion against Trump and his politics in the lead up to this mid-term election.
But there are plenty of ignorant fools out there in the electorate and on Free Republic who will suck this right up like a golf ball through a garden hose.

Besides SPR which is at 307.65 million barrels of crude oil, (representing roughly 43% of its 714 million barrel total capacity) we have 439 million barrels of commercial oil storage which is separate from government emergency stocks in SPR...a much greater total storage at this time even if it doesn’t fall under government control.
The U.S. Strategic Petroleum Reserve currently holds roughly 350 million barrels of crude oil.

There was only 394 million barrels at the end of 2024.
So Biden didn’t actually drain them to get us in this situation? It somehow becomes Trump’s fault that Biden drained them?

Yes - and it is misleading for more reasons than that.
It is beyond extraordinary the totally dishonest inference they are trying to get the readers to draw from how this is worded. Biden drained the reserve, and so Trump is now at fault for the issues this is causing in the aftermath because he is now the President.

Not according to the United States Department of Energy. As of July 24, 2026, the SPR has 307.7 million bbls.

Right. There were 638 million barrels when Biden took office. If Biden hadn’t drained it, we would be at around 538 million barrels right now, not 310 million.

If they were drained by Biden, then in order for Trump to drain them again, he would first have to fill them back up.
So I think the reporter /headline write is being a intentionally deceptive here.
The lest time Trump refilled what the Democrats drained, he chose to do it when the price had come down.
So, I would expect that when the price drops, he will refill then, rather than now, which would be illogical due to the price being so high.
