From what I can see in the article before the paywall - it says this will shut out other countries with all the business going to American companies
That sort of implies SA was going to build a nuclear program regardless
So we might as well give that business to American companies. Is that what Trump is doing?

BREAKING: Trump has formally approved a landmark 30-year US-Saudi nuclear deal worth tens of billions of dollars that would give American companies a central role in developing Saudi Arabia’s nuclear program, per US officials to WSJ.
The deal opens the door to uranium enrichment on Saudi soil, with American companies to build a uranium enrichment facility.
This comes as the US continues destroying Iran’s nuclear infrastructure and Trump threatens to bomb the heavily fortified Pickaxe Mountain site “pretty soon and very heavily.”
