In the letter, President Washington responded to Moultrie's request for troops for a potential counteroffensive against the Creek Nation (in the context of ongoing conflicts with Native American tribes). He explained that he had consulted General Pickens for information but could not authorize offensive action without Congress:
"Having conceived an opinion highly favourable to General Pickens, I invited him to repair to this City in order that I might obtain from him such facts & information as would be essential to an offensive Expedition against the refractory part of the Creek nation, whenever Congress should decide that measure to be proper & necessary. The Constitution vests the power of declaring War with Congress, therefore no offensive expedition of importance can be undertaken until after they shall have deliberated upon the subject, and authorised such a measure."
Maybe Cuba can “beg for a deal” after 6 months.
We don’t have to “invade” when we have a huge base there. Something fishy about that Bay of Pigs incident.

Hair raising, harebrained schemes actually proposed by our JCS to Kennedy.
It was an operation, that planning that started during the Eisenhower administration. Kennedy wanted “plausible deniability”, one of the mistakes they made was changing the location of the landing areas to swamps. Kennedy refused to greenlight US aircraft when everything went sideways early on. I suppose he had warned military leaders about this. Maybe they thought he would change his mind.
The whole thing too, was predicated on the requirement that Castro had already been taken out first. Oops!

First there’s ISR, then SEAD, then there’s the USAF land-based strategic assets with standoff and penetrating munitions, then there’s the cruise missiles then there’s HIMARS and ER GMLRS from Guantanemo, and PrSMs fired from US soil, then USAF and Navy 4th, 5th and 6th gen fighter/bombers with EW assistance, drones and Wild Weasels (F-16s) follow to hit what’s still alive or radiating, and THEN the 101st and an MEU can go in with US-based A-10s, F-18s, F-15Exs and Apaches for CAS.
And the SOCOM/JSOC teams you’ll read about a year later.
In other words ... doctrine.
Cuba is next door. EVERY SURFLANT and SUBLANT asset that makes sense can be part of the US order of battle.
And CNN will find out 12 hours AFTER it starts.
You can never have too many wars.
