Questions are being raised over how the daughter of a congresswoman landed a $411,000-a-year council job over three other candidates who reportedly scored better than her in interviews.
Erica Lee Carter, 46, the daughter of late Texas Rep. Sheila Jackson Lee, was appointed as the Harris County Administrator earlier this year in a hotly contested hiring process with over 400 applicants.
The role is one of the best paid government jobs in Harris County, which covers over five million people including the city of Houston, with applications coming from CEOs and politicians across the country.
But according to a review of the application by ABC13, Carter was only placed in fourth among the candidates after the first round of interviews.
And while she moved into second place after the second round, locals say it is still unclear why Carter was awarded the job instead of the top candidate, whose identity has not been revealed.
The executive only ranked as the top pick by two county precinct commissioners, one of whom, Rodney Ellis, she worked with in his office at the time.
Carter, who lives in a $700,000 home in the historic MacGregor neighborhood in Houston, is well known across Harris County as the daughter of Jackson Lee, a longtime Democrat congresswoman who represented the area from 1995 until her death in 2024.
When Jackson Lee passed away, Carter filled her seat in Congress for three months to see out her term, before joining the office of County Commissioner Ellis.
While some have raised questions over Carter being hired for the top job, others in the county cited her deep roots to the community that made her the best choice.

During the 1980s a Houston city councilman wanted to know how the 4 white woman team of downtown meter maids had been replaced by 17 black females and why it resulted in those 17 bringing in less revenue than the 4 who had been doing the job for years.

Another “yeah, right.” Her “deep roots” extend right down to the melanin in her skin cells. And some roots grow upward to her mama.
Base pay for an Army four-star general is $220,000.
Base pay for a Harris County Administrator is $411,000.
I guess that Harris County job is twice as important as that of a full general.

Oh, “deep roots to the community”, that none of the other Houstonians have.
We hear “deep roots to the community” as a qualification for a lot of jobs around American big cities that don’t seem to have anything to do with roots at all, just competence.
