Trump Team Plans $300 Billion Iran Reconstruction Fund With Final Agreement

The Trump administration is considering backing the creation of a massive $300 billion reconstruction and investment fund for Iran if Tehran fulfills commitments under a newly signed memorandum of understanding and ultimately reaches a broader settlement on its nuclear program and regional conduct.

President Donald Trump has called reports that the U.S. will pay Iran $300 billion "fake news" — but Vice President JD Vance and others confirmed the establishment of a global fund paid by an international coalition to aid Tehran as real.

According to reports from the Financial Times and other outlets, the proposed fund would not be financed by American taxpayers. ***

The proposal is tied to a 60-day implementation period following the memorandum of understanding.

During that time, Iran would be expected to keep the Strait of Hormuz open, continue negotiations on its nuclear program, and demonstrate compliance with other commitments before gaining access to broader economic benefits.

Vance appeared to confirm the concept during a CBS interview, saying the reconstruction fund is "the sort of thing they could have access to" if Iran honors its obligations.

He later emphasized that Iran would "never get a dime of American taxpayer money," though the U.S. would play a clear role in facilitating the massive fund.

When a politician claims that it will cost the taxpayers nothing, it is a sure bet that it will cost the American taxpayers a lot.

If the agreement (MOU) is so awesome, why hasn’t it been released to the American public before it was signed?

Does anyone here have a link to the document that was executed by Trump and his Iranian counterpart?

I was perturbed before. Now I am angry. I don’t care where the money is coming from, because I know at some point we will pay the price. I think that “The proposal is tied to a 60-day implementation period following the memorandum of understanding.” Is just begging Iran to dishonor any agreement.

Maybe he meant that they'll just print the money, so we don't have to cough it up directly. Yes, I know that inflation is a hidden tax.

It almost seems like we’re watching a replay of the Bush Jr administration. He came into office advocating a sensible foreign policy with no nation building enterprises, and then gave us nation-building enterprises worth a trillion plus in Iraq and Afghanistan. Now Iran is getting the same treatment - but with an even more malignant regime in charge.

The alleged text has been posted on FR.

“1. The Islamic Republic of Iran and the United States, together with their allies in the current war, declare upon the signing of this Memorandum of Understanding an immediate and permanent end to the war on all fronts, including Lebanon, and undertake that from now on they will not launch any hostile action against each other, and will refrain from the threat or use of force against each other. The final agreement will confirm the provisions of this Article and the remaining Articles.”

That basically gives Hezbollah a free hand in Lebanon. It doesn’t require Hezbollah to disarm or accept Lebanese government control. It doesn’t require Iran to stop supplying weapons or money to buy weapons to non-nation state actors.

“2. The Islamic Republic of Iran and the United States undertake to respect each other’s sovereignty and territorial integrity, and to refrain from interfering in each other’s internal affairs.”

That removes US leverage for the final agreement. It doesn’t given merchant ships a right to transit the Strait of Hormuz or restore an international waters pathway through the Strait.

“3. The Islamic Republic of Iran and the United States undertake to negotiate and reach a final agreement within a maximum period of 60 days, extendable by mutual consent.”

Why can’t it be done now?

There’s no declaration of how much enriched uranium Iran has and how many centrifuges Iran has nor a requirement that a declaration be made.

“4. Immediately upon the signing of this Memorandum of Understanding, the United States Lift the naval blockade and prevent any interference or obstruction against the Islamic Republic of Iran, and restore traffic within a maximum of 30 days to its full capacity; the traffic of ships shall be proportional to the pre-war volume of traffic on the part of the Islamic Republic of Iran.”

There’s no clear requirement that Iranian traffic be proportionate to other Gulf state traffic. Iran may be so dysfunctional that even ggod faith efforts by its government may be insufficient. Extortion attempts might be made by non-governmental people. Non-Iranian oil ships may not be able to secure insurance. The Islamic Republic of Iran is not required to reinsure Arab Gulf State oil shipments.

“The United States also undertakes to withdraw its forces from the surrounding areas within 30 days after the final agreement.”

How far?

“5. Upon signing this Memorandum of Understanding, the Islamic Republic of Iran will immediately take steps to ensure that the movement of merchant ships from the Persian Gulf to the Sea of ​​Oman and vice versa is resumed within 30 days to the pre-war volume, taking into account the need for the removal of technical obstacles and the neutralization of mines by Iran.”

There’s no performance requirement, such as Iranian tanker shipments may not exceed 40% of Kuwaiti, Saudi and UAE tanker shipments, only an effort requirement.

“6. The United States undertakes, together with its regional partners, to create a comprehensive plan agreed upon by both parties for the rehabilitation and economic development of the Islamic Republic of Iran, While ensuring financing of at least $300 billion. The implementation mechanism of this plan, as part of the final agreement, will be formulated within 60 days.”

What would they use the money for?

Loans, gifts, co-share investments? Who has to pony up how much?

“7. The United States commits to ending, on a schedule to be agreed upon as part of the final agreement, all types of sanctions currently facing the Islamic Republic of Iran, including resolutions of the United Nations Security Council and the Board of Governors of the International Atomic Energy Agency (IAEA), and all unilateral U.S. sanctions, both primary and secondary.”

That means the US hands are tied, perhaps forever. The only way around this is for the US to give up UN membership.

The IAEA would be rendered toothless.

“8. The Islamic Republic of Iran reiterates that it will never produce nuclear weapons. The Islamic Republic of Iran and the United States have agreed that the fate of enriched material and the fate of all other mutually agreed nuclear-related issues, including Iran’s nuclear needs, will be adequately addressed in a final agreement; the final agreement will confirm the provisions of this Article.”

Iran really has no nuclear needs.

There’s no requirement that Iran stop centrifuge work.

Iran could simply allow Hezbollah to fly in and build bombs or could sell the enriched uranium and centrifuges to Iranian Hardliners Ltd., or Hezbollah Two Inc.

“9. The Islamic Republic of Iran and the United States agree that, pending a final agreement, they will maintain the status quo: Iran will maintain the status quo on its nuclear program, and the United States will not impose new sanctions on Iran or strengthen its forces in the region.”

That’s fairly reasonable. However, there’s no time limit, such as 120 days.

“10. The United States undertakes that immediately after the signing of this Memorandum of Understanding, and until the date of the lifting of sanctions, the United States Treasury Department will issue waivers for exports of Iranian crude oil, petrochemical products and their derivatives, and all related services, including banking, insurance, transportation, and the like.”

That removes US leverage but doesn’t remove a gram of enriched uranium or a single centrifuge.

“11. The United States undertakes that, in light of the progress of negotiations towards a final agreement, frozen or restricted funds and assets of the Islamic Republic of Iran will be released and made fully available. These funds, whether held in the master account or transferred, will be used for any final beneficiary payment determined by the Central Bank of the Islamic Republic of Iran. Jun 16, 2026”

The funds are the primary leverage the US has to reach a final agreement.

There’s also no limitation on Iranian missiles.

Note, I’ve looked it over and it has everything Iran wanted but only requires Iran to attempt to let other states export oil.

The only sane Iran policy: Bomb the Islamist bastards until they’re all dead or on their knees. Then help establish a democratic, secular government. Only then should any money at all be spent.
