Exactly. Why have any laws if we can pick and choose which ones we believe are laws and not suggestions?
Perhaps new United States Postal Service regulations and laws are in order.
The USPS is not required under the Constitution to deliver ballots for federal elections to non-citizens.
The penalty for mailing a ballot via the USPS to a non-citizen shall be $1,000/ballot payable by the jurisdiction doing the mailing and $10 to $100 per ballot payable by responsible individual(s) for each mailing of such a ballot.
The penalty for undertaking the mailing over 1% of ballots, excluding no more than 10, within any 7-day period via the USPS to non-citizens shall be permanent barring of all non-USPS participants from government funded employment and benefits other than Social Security and Medicare derived from non-governmental employment.

The Postal Service and the Census Bureau could team up to build a very accurate residential database.
The Constitution requires the census to count every person - pure perfection.
The Constitution’s Amendment XIV accurate census counting requirement supersedes so-called states rights.
Would it not be better to have continuous tracking using Postal Service informed delivery information rather than 10-year tracking?
Perhaps a census every two years integrated with biannual voter roll creation and Congressional district apportionment could be done.
