Oregon Gov. Tina Kotek signed legislation this week to permanently direct millions in state taxpayer dollars to Planned Parenthood, the state’s largest abortion business.
The taxpayer funding is designed to replace federal Medicaid funding blocked by the Trump administration.
House Bill 4127, which Kotek signed in March, requires the Oregon Health Authority to create a payment mechanism using state funds to backfill reimbursements lost since July 2025. It also establishes a permanent contingency plan should Congress cut off Medicaid funding to Planned Parenthood indefinitely.
Oregon is the first state to enact such a long-term replacement plan. All Republicans in the Legislature voted against the bill when it passed in early March.
A ceremonial signing was held Wednesday at a Planned Parenthood abortion facility in Portland, where Kotek and Democratic lawmakers celebrated the measure.
Oregon Right to Life opposed the funding, arguing it would expand abortion rather than reduce it.
“Pro-life or pro-choice, I would hope we could all agree that we want to see fewer abortions in Oregon, not more,” Oregon Right to Life Political Director Sharolyn Smith said. “An expansion in funding to Planned Parenthood would do the opposite.”
Smith added that the bill fails to address broader needs: “At a time when families are struggling with affordability and the state is confronting serious budget constraints… HB 4127 does not address Oregon’s real provider shortages. Instead, it doubles down on abortion dependency while discouraging honest fiscal review.”A
At the event, Planned Parenthood of Southern Oregon President Amy Handler praised the law.
Bill sponsor House Majority Leader Ben Bowman, D-Tigard, called the federal defunding “manufactured.”
