There’s TOO much money involved.
I don’t think Trump banned the practice, that would be beyond his scope of authority. What he and HHS did was prohibit government payment for those procedures. Since most private insurances follow CMS guidelines when it comes to what they will cover that order did basically stop the procedures being covered by private insurance as well. Hospitals are free to offer the service and make them self pay or covered through other private means.
Notice they never do this for cancer patients who lost coverage.
arrest and prosecute all responsible persons there for all applicable law violations (assault and battery with a deadly weapon, maiming, felony child abuse, etcetera)
revoke the hospital’s accreditation and
cancel any taxpayer funding.
There is now no excuse for the hospitals not to perform female genital mutilation surgery on minors when such surgery is requested by a Somali Muslim.
We need summary execution of any adult involved in child castration. If that includes the entire staff of this hospital, so be it.

Executive orders are not laws, much less criminal laws. An Executive Order is simply the President giving an order to employees of the Executive Branch as to how to perform their jobs. It is not a crime for a civilian to violate an executive order, so obvious you can't be arrested for that.
