Boston council launches probe into ‘emergency’ police staffing crisis

A probe into what city councilors on Wednesday called a “public safety and public health emergency” within the Boston Police Department is moving forward, as the policymakers warned a yearslong surge in retirements, resignations and forced overtime has pushed force ranks to a breaking point.

The warnings come as Boston police officers remain among the city’s highest‑paid employees. City payroll data showed the 54 top-paid city workers in 2025 were all members of the Boston Police Department, many of whom earned tens of thousands of dollars in overtime and detail pay alone, some more than $200,000.

Halfway through the Boston City Council meeting Wednesday afternoon, councilors Ed Flynn and Erin Murphy said officers are burnt out, families are strained and neighborhoods may feel the impact as the department slips far below the long‑established 2,500‑officer benchmark.

“The standing issues of understaffing, overstretched resources, forced overtime and looming retirements at Boston Police is a public safety and public health emergency,” said Councilor Ed Flynn, who oversees District 2 including parts of Downtown, South Boston and the South End.

“Current staff is ordered to fill those gaps, resulting in the physical and emotional burnout of officers and a potentially diminished ability to serve the residents,” Flynn said.

He cited an increase in department resignations — from one in 2018 to 30 in 2022 — along with an increase in voluntary retirements over the same time period from 17 to 127.

Geee...I wonder why cities like Boston have trouble staffing their police depts? Let me guess, they threw them under the bus in 2020.

When you bring home $200,000 in overtime, you don’t spend a lot of time at home. Much — probably most — of that overtime has to be voluntary.

I would guess that “all” leftist-run cities in the country have this problem.

They make it impossible for the cops to do their jobs without the threat of civil suits or imprisonment.

Doing that job is dirty work and outcomes are not pretty!

The governor and mayor despise the police in the Commonwealth. I don’t blame any LEO for doing the bare minimum at their jobs to get in their time and leave.

Just like I tell folks upset with my Military retirement and Healthcare: That recruiting station was open for anyone who wanted to join. Didn’t see you there.

Much — probably most — of that overtime has to be voluntary.

Overtime is usually offered by seniority due to union rules. If there are no takers, it's mandatory, starting with the newest hire first.

Depending on the municipality, as agencies have removed overtime from the calculations for pension amounts, cities are forced to hire more cops because they have much less incentive to work overtime.

Stories like this remind me of what is happening in old Europe - it is just falling apart.

It is mostly due to stupid policies dreamed-up by bad politicians.

Like NY City, Boston cops are still union government workers in progressive/left states. these blue-city union rules are highly skewed towards favoring the older guys near retirement.

First of all, those who are old enough to have been grandfathered through a couple economic cycles and legislative changes, are in tiers which give them better pensions, and greater ability to pad pensions with overtime.

New hires are in lower tiers, obviously have lower pay, probably pay more into their pensions and health-care.

So you have the absurd situation where old cops have high pay and are looking to get out with good pensions, while its difficult to find new hires with lower pay and also all the Obama-woke inspired hate against cops.
