Multiple people in the area have reported hearing a loud boom that rattled their homes.

I did a quick check. It looks like you are correct, Klein. Wikipedia says the Valero refinery in Port Arthur is “controlled” by Saudi Aramco.
I can’t see that Saudi Aramco would blow up their own refinery. And refineries are inherently dangerous places. But you’ve got to wonder about who they hire.
