As a result of a concerted effort by the second Trump administration to reduce the size of the civilian federal workforce, the total staff of 23 of the largest executive-branch agencies shrunk by roughly 3% in the first half of 2025, with 144,000 additional jobs cut by year’s end.
The numbers come from a newly released report from the Government Accountability Office, which was tasked with tracking staffing changes across 24 federal agencies in the first half of last year. One agency did not provide the requested data, so data from 23 agencies is included in the report.
The president issued several executive orders in the first few months of 2025 directing much of the executive branch to trim its workforce, as well as a memorandum that put a hiring freeze on federal civilian employees. (The memorandum did include exemptions for the military, immigration enforcement, national security and public safety positions.)
Despite several ongoing lawsuits challenging the reduction in force, altogether, the 23 agencies shrunk by a total of more than 134,000 employees, or about 6% of their total workforce from January through June 2025. However, during that same time period, those agencies brought on nearly 66,000 new hires, or roughly 3%, for a total reduction of about 3%. As of June, according to the office, the federal government still employed more than 2.2 million people.

I spent decades supporting DOD. I respect the people in uniform. The civil servants in DOD? Just awful. In the way. Foolish. Provided next to no value. Big cuts are needed.
This is the first time in my not-short life that FedGov did not grow. Thank you to President Trump and Elon Musk. Please do it again this year. Every organization that has become bloated can reduce by at least 10 percent and increase productivity.

Effective tomorrow, every agency in the Federal government, save the military, will find its budget reduced by 10%. Those savings will be immediately applied to the Federal deficit. If agency directors cannot deliver equal, or better, service within these budget limits, I will find someone who can. Have a nice day.
If done properly a 50% reduction in the size and scope of the Federal Government would be fantastically beneficial to America and most Americans. The truth is virtually all the large problems facing our nation have a single source: Washington, D.C.

LOL. If it were not for the Civil Servants in DOD, our troops would be walking around naked and waving sticks.
Every piece of equipment, software, weapon system, and everything in between is often designed, tested, procured, stored and moved by DOD Civil Servants. All major logistics and organic repair of all our weapon systems is performed by DOD Civil Servants. Several DOD Civil Servants were killed or injured in Iraq & Afghanistan.
Thank you President Trump for stopping the additional 85,000 IRS agents that the Biden Administration tried to burden us with! Thank you again!
