"Ceasefire and integration" agreement announced between the SDF and Damascus

At a press conference held by Tom Barrack and Ahmed al-Sharaa (al-Jolani) at the Tishrin Palace in Damascus, it was stated that SDF General Commander Mazloum Abdi was ready to attend the meeting but was unable to do so due to adverse weather conditions.

In his brief remarks, al-Jolani said: “We have reached a comprehensive ceasefire and full integration between the Syrian government and the Syrian Democratic Forces (SDF), and a ceasefire order has been issued.”

Al-Jolani added that he would meet with Mazloum Abdi at a later date to discuss the details and mechanisms for implementing the agreement. Responding to journalists’ questions, he said that these issues had not yet been discussed in detail with Mazloum Abdi and that some disagreements with the SDF would be resolved in the coming period.

Following the meeting, the Syrian government–affiliated SANA news agency published a photo of al-Jolani holding the 14-article agreement signed by both parties.

The articles of the agreement, unilaterally announced and published by SANA, covering the ceasefire and full integration between the government and the SDF are as follows:

Ceasefire and Full Integration Agreement

First: An immediate and comprehensive ceasefire across all fronts and contact lines between the Syrian Government forces and the Syrian Democratic Forces (SDF), along with the withdrawal of all SDF military formations to the east of the Euphrates River as a preliminary step for redeployment.

Second: The full and immediate administrative and military handover of Deir ez-Zor and Raqqa governorates to the Syrian Government. This includes the transfer of all civil institutions and facilities, with the immediate issuance of decrees to permanently appoint current employees within the specialized ministries of the Syrian state.

Third: Integrating all civilian institutions in al-Hasakah Governorate into the institutions of the Syrian state and its administrative structures.

Fourth: The Syrian Government shall take control of all border crossings, oil fields, and gas fields in the region, with protection secured by regular forces to ensure the return of resources to the Syrian state, while considering the special case of Kurdish areas.

Fifth: The full integration of all SDF military and security personnel into the structures of the Syrian Ministries of Defense and Interior on an individual basis following necessary security vetting, granting them military ranks, financial entitlements, and logistical requirements accordingly.

Sixth: The leadership of the Syrian Democratic Forces (SDF) commits to refraining from incorporating remnants of the former regime into its ranks, and to providing lists of officers from the former regime’s remnants present in areas of northeastern Syria.

Seventh: The issuance of a presidential decree appointing a nominee to assume the position of Governor of al-Hasakah, as a guarantee of political participation and local representation.

Eighth: The removal of heavy military presence from the city of Ain al-Arab (Kobani), the formation of a security force drawn from the city’s residents, and the retention of a local police force that is administratively affiliated with the Syrian Ministry of Interior.

Ninth: The integration of the administration responsible for the file of ISIS prisoners and camps, as well as the forces responsible for securing these facilities with the Syrian government, so that the Syrian government assumes full legal and security responsibility for them.

Tenth: The adoption of a list of candidates submitted by the SDF leadership to hold high-ranking military, security, and civil positions within the central state structure to ensure national partnership.

Eleventh: Welcoming Presidential Decree No. 13 of 2026, which provides for the recognition of Kurdish cultural and linguistic rights and for addressing outstanding rights-based and civil issues—including those of unregistered/stateless persons and accumulated property-rights claims from previous decades.

Twelfth: The SDF commits to the removal of all non-Syrian Kurdistan Workers' Party (PKK) leaders and members outside the borders of the Syrian Arab Republic to ensure sovereignty and regional stability.

Thirteenth: The Syrian state commits to continuing the fight against terrorism (ISIS) as an active member of the International Coalition, in coordination with the United States, to ensure the security and stability of the region.

Fourteenth: Working toward understandings concerning the safe and dignified return of the residents of the Afrin and Sheikh Maqsoud areas to their homes.

Erdogan's Turkey is responsible for what has happened in Syria. With Israel and US Military they have hammered back the Islamist but now our representatives have hammered out an agreement concerning the SDF Kurds (our best allies inside of Syria, the only area that will tolerate differences of religion).

For those who spent the 7 years following the battles in eliminating ISIS butchery in Islamist terrorists. (Only Erdogan shelters ISIS openly)

There was a meeting yesterday in Damascus this is the agreement. Which al-Joani (self appointed President of Syria)

The leader of the SDF (Syrian Defense Force), Mazloum Abdi, was in Iraq and could not attend the meeting in Damascus. (Our diplomats were there)

In my opinion, Never Ever Trust and Islamist of any type.

Mazloum Abdi understands that. I remember when he was almost killed and was transported to Germany via our aircraft. He did survive and returned to leading the SDF.

Syrian / Kurd /SDF Ping List.

Are we carrying an false illusion of cooperation from Erdogan, al-Jolani, Qatar, and all who are Islamist?

We already have the signs this is a train wreck.

The Jihadi’s are already capturing young Kurd women and demanding to make them sex slaves.

Already they have turned loose thousands of ISIS prisoners in the Derr Ezzor area by simply opening the gates. No supervision of them as they leave.

Erdogan is pure evil. Just like ISIS (he is the only leader of a state that accepts ISIS and al Qaeda)

Will we be able to remove the Iranian from mass murder of their civilians?

Abraham Lincoln, is scheduled to arrive on next Saturday.

Immediate response probably won’t be evident for a while.

Each day it becomes harder for civilians who crave freedom from the Islamist Iranian Slavery.

al-Jolani gave the commands. PERIOD

He takes orders from Erdogan the Islamist Dictator who controls al the Jihadi’s in Syria.

I am very familiar with the SDF commander. Lost a very close friend who worked directly for him. She went silent about 3 months after we pulled most of our forces out. She and 2 other female leaders in the SDF (YPJ) were hit in a car by a Turkish drone. They were in far North East of Syria.

It took 3-1/2 years for me to find out what happened. I finally got all the details.

I have seen video’s this morning that were live with prisoners running away from the Prison Camp.

Pure insanity to release such Evil without controls.
