EU leaders face crunch decision on loaning Russia's frozen cash to Ukraine
BBC News ^ | December 18, 2025 | Paul Kirby

European Union leaders begin two days of talks in Brussels with a momentous decision to be taken on whether to loan tens of billions of euros in frozen Russian assets to Ukraine to fund its military and economic needs.

Most of Russia's €210bn (£185bn; $245bn) worth of assets in the EU are held by Belgium-based organisation Euroclear, and so far Belgium and some other members of the bloc have said they are opposed to using the cash.

Without a boost in funding, Ukraine's finances are set to run dry in a matter of months.

One European government official described being "cautiously optimistic, not overly optimistic" that a deal would be agreed. Russia has warned the EU against using its money.

It has filed a lawsuit against Euroclear in a Moscow court in a bid to get its money back.

The Brussels summit comes at a pivotal moment.

US President Donald Trump has said a deal to end the war - which began with Russia's full-scale invasion of Ukraine in February 2022 - is "closer now than we have been ever".

Although Russia has not responded to the latest peace proposals, the Kremlin has stressed that plans for a European-led multinational force for Ukraine supported by the US would not be acceptable.

President Vladimir Putin made his feelings towards Europe clear on Wednesday, when he said the continent was in a state of "total degradation" and "European piglets" - a derogatory description of Ukraine's European allies - were hoping to profit from Russia's collapse.

The European Commission has proposed loaning Kyiv about €90bn (£79bn) over the next two years - out of the €210bn of Russian assets sitting in Europe.

That is about two-thirds of the €137bn that Kyiv is thought to need to get through 2026 and 2027.

Hah, that won’t be any “loan”. This foolish move will end with never getting paid back to the idiot Euros. It isn’t their money anyway.

My thought exactly.

“Loaning?” As in Ukraine would pay it back?

No one should be giving any money to Ukraine. Certainly not frozen money.

If they do eventually they will get freezer burn.

If this “loan” is approved, if you were a non-European country, would you risk depositing any money in a European financial institution?

“EU leaders face crunch decision on loaning Russia’s frozen cash to Ukraine”

Considering that there is NOTHING forcing Ukraine to return the ‘loaned’ money (assuming that they even could), perhaps a better title would be:

“EU leaders face crunch decision on STEALING Russia’s frozen cash...”

In any case, if they do STEAL that money, they can kiss goodbye Asia and the Middle East ever parking money there...and, of course, they can watch those countries take back their money...or maybe the Europeans will STEAL that money too.

“The European Commission is systematically raping European law. It is doing this in order to continue the war in Ukraine, a war that clearly isn’t winnable,” he wrote. He said that Hungary “will do everything in its power to restore a lawful order.
He warned “that the use of frozen Russian assets could directly jeopardise US peace efforts, which directly count on the use of these resources for the reconstruction of Ukraine.
In a separate statement, the Central Bank also described wider EU plans to use Russian assets to aid Ukraine as “illegal, contrary to international law”, arguing that they violated “the principles of sovereign immunity of assets”.

If they do this I think Belgium eventually will have to pay back all this money the EU steals

No matter what most are saying here Ukraine will get the money. Posters here have no vote in the matter. Y’all don’t have the cards...

If the EU steals a sovereign nation’s money, they are toast. NO ONE will buy their bonds which finance their day to day operations. We saw a similar decline in US Treasuries when senile Joe weaponized the dollar.

I dare them. Fools.

The pressure is really on Russia to take a peace deal.

These frozen assets are at imminent risk of being lost.

Lukoil’s (i.e. Russia’s, i.e. Putin and the Oligarchs’) overseas assets are at imminent risk of permanent loss.

Russian oil and gas revenues are plummeting precipitously, after President Trump’s 23 October sanctions.

Ukrainian strikes have largely choked of oil product exports through the Black Sea, and are now halting a lot of production in the Caspian.

It is financial crunch time, indeed.

Your understanding of Great Power politics are rather off. Did the US surrender after 9/11 attack?

The Europeans have already destroyed the reputation and faith in their banking system.

Why would any nation leave their funds in European institution when they know it can be stolen for political reasons?

The war is between Ukraine and Russia and Europe is not involved, and yet they are taking Russia’s money entrusted in their care. They have just shot themselves in the foot.

Probably the only winner in this mess is Switzerland and their banking system.

“The Europeans have already destroyed the reputation and faith in their banking system.”

Faith in the U.S. banking system ended in the 2008 crash when the federal government chose winners and losers and deposits were redefined from liabilities of the bank to assets available to pay bank creditors. The U.S. banking system is today controlled by the federal government which itself is technically bankrupt.

Speaking of the financial health of the U.S. government how is the audit of the U.S. gold reserves at Fort Knox promised by presidential candidate Donald Trump progressing. He’s been in office nearly a year. How long does it take to assay a statistically significant number of bars and count the remainder.?

The gold audit seems to have been pushed down the memory hole with the Epstein files. No problem. Just keep trusting the U.S. government to manage the currency, the banking system, and the gold supply.

Or be a conspiracy theorist and believe the government long ago disposed of the gold.

If Russia steals a sovereign nation’s land and assests and kills thousands, they are toast

That is correct in science.... But Russia is only a country that makes threats... they can’t even take over Ukraine!!! Stop relying on the future if Putin can’t win now. Seen any submarines going out of service for Putin lately?
