140 million dollars a year would lease about 40 Boeing 737 max airplanes depending on age and configuration
Each 737 is capable of transporting about 100K people a year.
A good start.

I would guess these would be retrofit at Boeing and not brand new planes. 1 737 is 100 million. Get used ones, retrofit with the interior companies that make the interiors like spirit airlines. Molded plastic seats very close together with the bare legally required FARs.
