She actually called the governor “high wheels” which is worse that hot wheels.
Her reference to “high wheels” leaves no doubt she was making a reference to a wheel chair. She afterwards attempted to claim she wasn’t referring a wheel chair.
Every news report I’ve seen references ‘Hot Wheels’, to the extent that the Governor has actually embraced the nickname, to make fun of her:
