The number of new international college students in the United States has plunged by double digits, a new report by the Institute of International Education reveals — even as domestic student numbers continue to rise.
Enrollment has fallen by 17 percent this fall after a shift that could cost the US an estimated $1.1 billion and eliminate 23,000 jobs nationwide, according to the analysis.
The sharp decline in foreign students follows a series of Trump administration moves to tighten immigration rules, including reduced access to student visas.
Schools were urged to limit the number of foreign students they admit, while a 19–country travel ban that has been in effect for about 6–months, paused student visa interviews, and created outright cancellations of some visas that have made it substantially harder for students overseas to enter American campuses.
Russian anthropology student Polina Igumnova, who arrived at Hamilton College in New York in summer 2023, reports that foreign students are now avoiding the US for college, instead choosing universities in Europe and the Middle East.
'They don't feel welcome or safe necessarily coming here based on what we have seen lately,' she explained.
She says she hasn't seen her family since she came to the states. The risk of having to reapply for a visa is too great.
'I haven't been able to leave the country since Trump came into office because of my visa... It takes some people up to half a year to get visa interviews in some cases,' Igumnova said. 'I obviously won't be going home for the holidays.'

Regardless of the other entry conditions, you may not be refused access to training or education in another EU country on grounds of your nationality.

Unless these universities have a 100% acceptance rate, they have an option, accept American students. Or make the case that American students are just too stupid for their institution.

My nephew’s application to the University of Mich. Med School was a delayed a year due to the class filled with foreign nationals.
