Ukraine Scrambles for Energy with Power Generation at 'Zero'

Ukraine was scrambling to turn lights and heating back on Sunday after Russian attacks targeting energy infrastructure, with the state's power provider saying its generating capacity was reduced to "zero".

Moscow, which has escalated attacks on Ukraine's infrastructure in recent months, launched hundreds of drones at energy facilities across the country overnight into Saturday.

Ukrainian strikes on Russia's own infrastructure meanwhile left more than 20,000 people without power in regions bordering Ukraine, local authorities said.

The Russian attacks interrupted electricity, heat and water supplies in several cities, with state power firm Centerenergo warning its generating capacity "is down to zero".

"An unprecedented number of missiles and countless drones -- several per minute -- targeted the same thermal power plants that we had restored after the devastating attack of 2024," Centerenergo said in a statement.

Power would be cut for between eight and 16 hours a day across most regions of Ukraine on Sunday, state power transmission system operator Ukrenergo said, while repairs were carried out and energy sourcing diverted.

Ukraine's energy minister called it "one of the most difficult nights" since Russia sent troops into Ukraine in February 2022.

While the situation had somewhat stabilised, regions including Kyiv, Dnipropetrovsk, Donetsk, Kharkiv, Poltava, Chernigiv and Sumy could continue to see regular power cuts, Svitlana Grynchuk said Saturday evening.

"The enemy inflicted a massive strike with ballistic missiles, which are extremely difficult to shoot down. It is hard to recall such a number of direct strikes on energy facilities since the beginning of the invasion," she told local broadcaster United News.

People here were clamoring for attacks on Russian oil refineries and gloating over gas lines in Russia.

Payback can be unpleasant.

" Kyiv and Kyiv Oblast faced emergency power outages after a new large-scale Russian attack overnight on Nov. 8, which targeted Ukraine's energy and gas infrastructure.

"Ukrainian forces downed 406 out of the 458 drones, including Shahed-type attack drones, launched by Russia overnight, the Air Force reported. Russia also launched 45 cruise and ballistic missiles, nine of which were downed, the statement said.

"The cities of Kremenchuk in Poltava Oblast, Kyiv, Dnipro, Kharkiv, and Chernihiv were the primary targets of Russian attacks. Explosions were also heard in the city of Sumy, as well as in Odesa Oblast."

Using their math, just 52 drones got through. But 36 cruise missiles did. If the numbers are accurate, then that's a good deal of damage for what was not shot down.

Looks like the sadly normal game of tit-for-tat, and someone loses such a game over time. A question of "escalation dominance" comes to the fore.

Russian drones are dirt cheap - not much more expensive than a howitzer shell.

The are cheaper by at least a a factor of 10 than the air defense systems that are needed to intercept them.

They are used to saturate the Ukrainian air defense systems with low value target to overwhelm the air defense networks so the stealthier cruise missiles can sneak in undetected.

This is the "salvo problem" of the day. Enough in a salvo, then an overwheming outcome is achieved.

There are some fascinating disconnects as one reads various news. As a very recent example, what Mark Rutte actually said is NOT what the headline of the following article says:

"This year, Russian output is expected to exceed 4 million shells. EU states, most of which are NATO members, aim to reach 2 million shells by the end of 2025 under the Act in Support of Ammunition Production (ASAP) initiative. The United States is facing delays in reaching its goal of 1.2 million shells per year, now expected by mid-2026 instead of October 2025. Combined, these figures suggest NATO's production would not exceed 3.2 million shells annually."

NATO now producing more ammunition than Russia, says Secretary General Mark Rutte Defense Industry Europe, 8 November 2025.

We are in times quite like the Orwell text about "increasing rations" from more to less, a truth so well fictionalized. So "4 million" is less than "3.2 million," in newspeak, the controlled language of media these days.

Quotes are fascinating. I looked about a bit, and found an interesting discussion beginning with:

What echoed a bit was "The non-nuclear air battle in NATO's central region" surely can be envisioned as what is going on in the drone-missile portion of the Ukraine-Russia war. The "NATO" attribution is interesting, for now paralleling Secretary Rubio's statement of earlier this year that it is a "proxy war."

If one is referring to the goal of sending white Christian men to their deaths, yes, Zelensky is winning.

If the goal is taking billions from U.S. taxpayers, their children, and their grandchildren, yes, Zelensky is winning.
