AG Anthony Brown accused the Trump administration of “attempting to unlawfully reprogram and transfer over $1 billion in funds that Congress designated specifically for the Greenbelt project.”
The federal lawsuit, filed in the U.S. District Court for the District of Maryland, requests the court to “stop the unlawful selection of the Reagan Building, prevent the diversion of congressionally appropriated funds and ensure the Trump administration follows the law,” according to Brown.
The FBI and General Services Administration released a joint statement in July that relocating the FBI headquarters a few blocks away to an existing property would eliminate the need to construct a brand-new building, which they argued would have taken years and been expensive for taxpayers.

Maryland doesn’t run the FBI, They are attempting to nullify Federal Law - same in New York City - Same in Chicago. I think Nullification had something to do with the Civil War, maybe CW II brewing. This could make Pres. Trump the most powerful since Lincoln.
How does the state government of Maryland make the determination of whether it is “lawful” to retain the FBI headquarters in Maryland? The Federal government is entirely within its rights to streamline and bolster efficiency of operations at any time without consulting any of the individual states.

Oddly enough, Congress appropriating funds does not bind the president to spending the money.
I think the only grounds for the suit would be based on how Congress specified the funds for the project were to be used only in Maryland for new construction.
Just another suit this administration will win. Good to get precedence.
