U.S. Rep. Don Davis’ northeastern district would see major shift under new map backed by Trump
North Carolina Republicans are quickly advancing a plan to add another Republican seat to the state’s congressional delegation. A state Senate committee on Monday adopted a plan that would likely make one more district unwinnable for a Democrat.
Republicans are redrawing the northeast 1st Congressional District to be more advantageous for the GOP — a move that will likely flip control of the seat as President Donald Trump aims to maintain Republican control of the House after the midterms.
“The motivation behind this redraw is simple and singular,” Sen. Ralph Hise (R-Mitchell), said as he presented the plan at the Senate Elections Committee. “Republicans hold a razor-thin margin in the United States House of Representatives. And if Democrats flip four seats in the upcoming midterm elections, they will take control of the House and torpedo President Trump’s agenda.”
Trump posted a message on social media thanking North Carolina Republicans for the new map, writing it would give the state the opportunity to elect another MAGA Republican next year. He said he was “watching, and strongly supporting” the redistricting effort.
Mid-decade redistricting is not unusual in North Carolina because state and federal courts have struck down maps found to be illegal. But this is likely the first mid-decade redistricting with the express intent to help a president avoid a midterm slump.

I am dangerously close to being gerrymandered into the same district as Durham and Chapel Hill. Again.
NC-1 is currently rated as D+1. This new map would make the district R+3 or so.
It’s a minor but tangible improvement and shouldn’t materially impact any other districts (CD-3 is the one which would be affected most by losing Republicans and/or gaining Democrats when the lines are altered).
It’s a good step to take, but the district is quite winnable as things stand right now with the current map. And this is hardly a *guaranteed* win even with a new map.
So wait until that chicken actually hatches before getting too giddy here.
These efforts, if combined with a possible removal of racial gerrymandering by the SCOTUS and combined with an accurate census would likely result in a 240R to 195D house.
Im not sure how they feel that District 1 was redrawn to make it more Republican friendly.. I’m in this district in very red Currituck county and we redrawn to be included in with Davis and away from Murphy. It felt more like our votes were being diluted with the blue folks of Rocky Mount
Currituck County is already in CD-1 as of the 2024 election (Davis lost big there).
It will still be in CD-1 in the new map for 2026.
The most noticeable change I can see to CD-1 in the new map is that marginal Wilson County is removed and good areas to the south (Carteret, Hyde, Craven, Pamlico, Beaufort) are added. Yes, Rocky Mount is still there but if things go as expected then the GOP is still favored in CD-1.
Davis has the advantage of incumbency and a ton of money. But Sandy Roberson has even more money. I don’t know much about Roberson, but if he can get elected as mayor in a place like Rocky Mount that is barely 1/4 White, then in order to get the Democrat votes he needs:
1. He must talk a pretty good game, and
2. He can’t possibly be a conservative, no matter how he talks.
But he’s better than Don Davis.
