Until recently, Tim Haugh was among America's top spymasters. The four-star general spent 33 years in Air Force Intelligence and rose to lead America's largest and most advanced intelligence agency. Haugh was also in charge of defending America from computer threats. In his first television interview since retirement, General Haugh is here to warn that China has hacked into U.S. computer networks to an astonishing degree. And he believes he knows why. The surprise, Tim Haugh told us, is that China is targeting not just the U.S. military and industry but also Americans in their homes.
Gen. Tim Haugh: I think initially we were surprised that China would target every American with these capabilities. That goes against every norm of international law. That certainly goes against how the United States military would approach targeting in a crisis or a conflict. That the fact that they would go after basic services as part of their effort that they have identified as unrestricted warfare is unconscionable.
Scott Pelley: And what did they target?
Gen. Tim Haugh: They targeted water. They targeted electrical power infrastructure; transportation are examples of the types of things that were targeted. And in many cases they're vulnerable.
Multiple intrusions at utilities were discovered in 2023. And China had been on some of their computer networks at least five years.
Scott Pelley: You're saying that the Chinese today are in American power plants, water treatment plants, other parts of the electrical grid, maybe even hospitals, telecommunications, all of that?

Throw the switch and disconnect China, North Korea, Iran, and a few others from the Internet.

I am called a luddite for saying the same thing and I am a software engineer. We were better off without the “cloud” and AI. I tell people if you load your pictures or whatever personal data onto a drive not in your house that data is no longer yours, no matter what any expert tells you.
No critical infrastructure should be on an open network. Even these new appliances and A/C systems that talk to your phone. Ridiculous.
Critical infrastructure should not be on the Internet; i.e., no physical connections. If we must develop another infra-web to run the grid for example, then we should get to it.
Part of south Florida lost power back around 2009-2010-ish. A few million people at least were without power for several hours. A few years later I happened to have the incredibly good fortune to talk to an individual that was in a position to know things about that event and he said the unspoken acknowledgement was that it was China snooping around. Most likely the individual said, they didn’t mean to actually turn it off, but now they know how to. Again, that was 15 or so years ago.
China has been doing that dangerous action for decades.
As a tech hater I have sadly seen from the beginning that linking everything to computers and the internet so lazy humans can be in one place to run the sewage plants, fresh water supply, electrical power, street lights, TV, radio, cell phones and everything else and the humans won’t have to leave the one office——is dangerously reckless.
One example: Years ago it was found foreigners were shutting down small town water supply plants and then starting them up again remotely. If done on a large scale they could short out the huge water handling machines in cities. Burn them out. Replace to get water again? Weeks. Build one in another state, transport it over the freeways with a miliary escort, set up and start. While people go without water. Or almost as bad, no processing of toilets for thousands or millions with disease increasing by the day.

I honestly dunno why more people aren’t paying attention to this.
America slumbers.
In many cases, critical infrastructure is part of a company’s or utility’s “enterprise.”
Including SCADA.
Despite several low-volume but audible alarms.
