Consider how this looks to your average Independent voter that doesn't pay as close attention as us. Every 6 months, for what seems like the last decade, this goes on. Shutdown Schumer continuously on the tube threatening a shutdown if the GOP don't cave to the extortion. And nothing ever happens.

Lawmakers are still away from Washington, D.C., this week to observe the Jewish New Year, Rosh Hashanah, and the Senate is expected to return on Sept. 29.
