Santa Monica poised to declare fiscal emergency; payouts to sex abuse victims cited

Santa Monica city leaders are being asked to declare a fiscal emergency due to the city’s ongoing budget crisis, according to a city agenda.

A staff report for Tuesday’s City Council agenda cites several challenges, including legal payouts related to a notorious alleged sexual abuser who worked for the city.

The city has paid out more than $229 million in settlements relating to sexual abuse by Eric Uller, a former Santa Monica police dispatcher. The city faces additional abuse claims from over 180 claimants, according to the report.

Uller worked with boys and girls at a police nonprofit’s after-school program. According to a 2018 report by the Los Angeles County Sheriff’s Department, several former Santa Monica city employees told detectives they reported Uller’s misconduct, The Times reported in 2023.

Services in Santa Monica are also suffering, according to the report. During the COVID-19 pandemic, city leaders slashed the city’s budget and eliminated hundreds of positions. City services haven’t been restored to pre-pandemic levels, and several capital projects remain unfunded.

Santa Monica’s recently approved budget for the 2025-2026 fiscal year expects expenditures of $484.3 million, but $473.5 million in revenue, the report states.

The report also cites recent and proposed changes by the federal government, including tariffs and mass deportations, that could affect the local and national economies.

Santa Monica public information manager Lauren Howland declined to comment on Tuesday’s agenda item.

It’s not clear why the city might make this declaration. In general, cities may declare an emergency to give them greater flexibility to take action.

At a March meeting to discuss the crisis, city leaders spoke in explicit and dire terms about the city’s future.

“I’m afraid that we’re careening towards bankruptcy, and I’m worried that we’re thinking a little small here,” said Councilmember Dan Hall,

This might get Arnold Schwarzenegger rethinking his Democrat slant, including being being happy to be brainwashed on global warming. He has been a heavy investor in Santa Monica properties. He got his start there in the gyms, probably Gold’s.

If he still owns mucho in Santa Monica, he is screwed.

Holy crap!

ONE guy caused $229 million in settlements for sexual misconduct with “several former Santa Monica city employees. And there are additional abuse claims from over 180 claimants!

That’s the end of Santa Monica.

Gold's Gym is in Venice, not Santa Monica.

I think Schwarzenegger owned a restaurant on Main Street in Santa Monica. And a house in Pacific Palisades.

Whether he still owns any of the above properties, I don't know.

My kids went to Santa Monica high school, had a nice walk down the beach to get there. Today they’d probably be beaten up and robbed if they did that. Sad to see that lovely area going to hell in a hand basket.

I don't know if Gold's Gym is still there. I think Muscle Beach is still a thing, so there must be gyms there.

You can tell when you leave Venice for Santa Monica. The roads are better. Venice relies on City of Los Angeles street repair. Santa Monica is its own city, and until recently, was quite affluent. So its streets are better than Venice's.

Yep, in Venice. Santa Monica’s closed over a decade ago, but I believe the Venice gym is the iconic location.

FWIW Perplexity says estimates are that he owns $300 million total for all his properties. He must own some back in Austria too. He seems to be there for Octoberfest every year, squeezing into a traditional costume. He looks like an escaped Swiss yodeler.

The old joke is that an NYC bus with capacity 60 people crashes. 100 people claim they were on it and are suing NYC.

"Sexual abuse by a Santa Monica policeman has 180 claimants." _________ My rule of thumb is that 30-40% are truthful claims, while the rest are fake or highly embellished. Many fakers cashed in on sex claims against the Catholic church in the USA.

Is the now infamous Eric Uller behind bars for his offenses or will he be doing Community Services pantomimes for the rest of his life?

It seems any incorporated city or township should have limited liability. Some crimes can never be fully compensated for.
