They were just trying to turn their boat around.
This was about a 44 foot boat with 4 engines and no fishing gear. They are used to transport drugs from shore to other ships and destinations further out.
A while back an Irish gang leader who was running a drug enterprise from the UAE was caught running drugs this way globally. In one case they were caught after using a smaller vessel to deliver a large quantity of drugs to a big freighter recently purchased by his shell company for the purpose. They then intended to offload the shipment at sea using a newly purchased small fishing craft to get it to shore in Ireland but the Irish coast guard intercepted the big freighter before they could do so.
No chance were they fishing. There are no poles, no nets, no gaffes, no booms for deploying nets, nothing. And, they were moving way too fast, to boot. What would you need 11 people for if you aren’t using nets?
There is a LOT of room on a boat that is at least 40 feet long, that’s the size of the city trailer on my Dad’s old semi. 11 people is nothing when you have all that Hull below decks to fill. You realize how much lead ballast a craft that size normally uses?
What are the rules on this sort of thing in international waters. Is there not a requirement to attempt boarding?
This is not the first boat to attempt to flee. They get fired on and disabled or they stop the attempt to flee. This can’t be standard procedure in international waters.
