Under the initiative, the Japan International Cooperation Agency has assigned Kisarazu in Chiba Prefecture as the hometown for Nigerians, Nagai in Yamagata for Tanzanians, Sanjo in Niigata for Ghanaians, and Imabari in Ehime for Mozambicans.
Announced on the sidelines of the 9th Tokyo International Conference on African Development (TICAD 9), held in Yokohama from August 20–23, 2025, the initiative forms part of Japan’s strategic effort to strengthen bilateral ties with African nations, promote cultural exchange, and address labour market challenges arising from its rapidly declining population.
Special Visa Program for African Talent
Director of Information at the State House, Abiodun Oladunjoye, confirmed for the Nigerian side that the partnership will include a special visa category for highly skilled, innovative, and talented young Nigerians wishing to live and work in Kisarazu. Artisans and other blue-collar workers willing to upskill will also benefit from the special dispensation visa.
Similar arrangements are anticipated for Tanzania, Ghana, and Mozambique, providing structured pathways for professional development while supplying Japan with needed workforce talent.
Demographic Pressures and Workforce Needs
Japan faces an aging population, with nearly 30% of its citizens aged 65 and above, and fewer than 60 working-age individuals per 100 retirees. This demographic shift has intensified the country’s need for foreign labour to support key sectors such as technology, manufacturing, agriculture, and healthcare.

Japanese are as racist as they come. Being an island nation They think the same of all outsiders. They will be made to feel like they’re in a zoo. I’m sure there will be enough female immigrants to make sure they keep to themselves.

Nigerians in Japan is just as crazy as Japanese in Nigeria.
Here’s an idea, Japan. Offer huge incentives for your own people to have children. Offer tax breaks, etc. Or is that too simple a solution?
Side point:
Nigerians are well-known for running scams. A Nigerian prince sends you an email. He offers you $10 million in gold. Just pay the $1000 processing fee first. That sort of thing.
So I suppose we’ll be seeing Nigerian scams running out of Japan soon.

Well, no. As you noted, the Japanese students were incredibly racist. The mocked him, and wouldn’t listen to him. He stuck out the year, then quit.
American retirees would take a lot of their empty houses of their hands.

We’ve already had a huge problem with Nigerians in Roppongi and other areas. The result of the last election was clear that the people don’t want mass immigration. The only hope is the Japan First Party but the next general election won’t be held until July 2028. The globalists got rid of the voter ID and accelerate importing their new constituents. It’s going to be a rough ride soon.

All of these formerly fierce, mighty and historically influential countries keep making the same mistakes. They are happily absorbing unvetted newcomers who hate the Host Country’s way of life, and have zero plans trying to fit into any kind of Melting Pot.
There are no doubt, exceptions to the rule, but the majority are in this new country in order to take, take then take some more. Sort of like what Locusts are known to do.
They should bring in Filipinos.
