The first Black woman to serve on the Federal Reserve board, Ms. Cook has long been a pathbreaker in a field dominated by white men.
Years before Lisa Cook became President Trump’s latest target in his effort to exert control over the Federal Reserve, she wrote about her experience as one of a relative handful of Black women in a field long dominated by white men.
“Economics is neither a welcoming nor a supportive profession for women,” she and a colleague wrote in a New York Times opinion essay in 2019. She added, “But if economics is hostile to women, it is especially antagonistic to Black women.”
Three years later, President Joseph R. Biden Jr. nominated Ms. Cook to the Fed’s powerful Board of Governors. Her confirmation process was a difficult one — she faced repeated questions about her qualifications despite a résumé that included stints at the Treasury Department and the White House as well as extensive academic experience.
She was confirmed, but narrowly: Vice President Kamala Harris broke a 50-50 tie in the Senate after Republicans voted overwhelmingly against her appointment. She was the first — and remains the only — Black woman to serve as a Fed governor.
Mr. Trump is now trying to force Ms. Cook out of that job. On Wednesday, Bill Pulte, the director of the Federal Housing Finance Agency, accused her on social media of falsifying bank records and other documents in order to obtain favorable terms on a mortgage before she joined the Fed. Mr. Trump on Friday threatened to fire Ms. Cook if she didn’t resign.

More recent reports of an investigation into Lisa Cook do not concern her dishonest flawed academic record. Instead, they focus on mortgage fraud allegations made in August 2025 by a Trump administration official.
These new accusations differ from past criticisms of her academic work, which were largely raised by commentators and politicians during her 2022 Senate confirmation process.

Source of allegations: Bill Pulte, the director of the Federal Housing Finance Agency, referred the matter to the Department of Justice.
The claims: Pulte accused Cook of misrepresenting her primary residence to obtain favorable mortgage loan terms on properties in Michigan and Georgia. A DOJ official confirmed the matter “requires further examination”.
President Donald Trump amplified the allegations on social media and called for Cook’s resignation from the Federal Reserve Board.
The President’s power to fire a Fed Governor is limited and would likely face legal challenges.
Past academic controversies (2022 confirmation)
During her 2022 Senate confirmation, the validity and relevance of Cook’s academic work was questioned.
Senator Pat Toomey claimed Cook was “unqualified to fight inflation” and accused her of being “hyper-partisan” based on her past tweets. Critics accused Cook of “careless scholarship” or “academic misconduct” for focusing on race in economics.
Other economists, including her thesis advisor, defended Cook’s credentials. They noted the importance of her research on the impact of racial violence on innovation.
Cook’s response: During her confirmation hearing, Cook addressed the attacks. She stated, “I know I have been the target of anonymous and untrue attacks on my academic record”.
