Yes, it is a face-saving maneuver. While Z is being strung up by his ankles, he can claim that he negotiated a concession from the Russians... But, but, they didn't get to keep what they hadn't already taken. I am not sure that this argument would convince even our merry little band of die-hard Zeepers.

I would not be surprised if Russia moved down to as low as the number 4 largest military in the world after this one.

I agree with you. Even beyond the degradation of military capability has shown that the people will put up with being treated like whipped dogs for a long, long time, but when the backlash comes it’s a b***h. I can’t help but think a million casualties could result in destabilization of the regime

Only an imbecile would believe those causality numbers are accurate.
Russia has had overwhelmingly advantage in missiles and ammo fired. So, it goes to follow, Ukraine's causalities are at least three times higher and no one even thinks Ukraine could have suffered three million causalities.
Mediazona, run by a Russian dissent in collaboration with pro-Ukrainian BBC, can only find a total of 122,510 Russian deaths in the entire war:
