Depends on the rules.

Presumably, the quorum is some fraction of those eligible to serve. If they have been removed, they are not eligible to serve and the raw number needed is decreased.

Your handle says "TexasFreeper," but you don't know the Texas legislative cycle. A special election would be held in September 2025 and the next legislative session in Texas isn't scheduled until January 2027. If you throw them out of office, it would delay the current special legislative session by about two months, but redistricting would still occur over a full year before the November 2026 elections.

I believe if they are removed from office he gets to appoint their replacement until a special election could be held.

I know nothing about Texas law on this matter.

I suspect the Texas governor knows quite a bit about the law and has some good lawyers that know even more.

If there are democrat judges in Texas I’m sure they will try to block the governor but he might still prevail if he tries.
