Depends on the rules.
Presumably, the quorum is some fraction of those eligible to serve. If they have been removed, they are not eligible to serve and the raw number needed is decreased.

I believe if they are removed from office he gets to appoint their replacement until a special election could be held.

I know nothing about Texas law on this matter.
I suspect the Texas governor knows quite a bit about the law and has some good lawyers that know even more.
If there are democrat judges in Texas I’m sure they will try to block the governor but he might still prevail if he tries.
If they’re removed then a special election can be held in the next few months to seat their replacements. That part would be pretty straight-forward.
Send the boy Wu and his pigs back to Deadwood.
