California could slash 5 GOP US House seats to counter Texas’ move to pad Republican margin

California Democrats are considering new political maps that could slash five Republican-held House seats in the liberal-leaning state while bolstering Democratic incumbents in other battleground districts.

The move comes in direct response to efforts by Texas Republicans to redraw House districts in order to strengthen the GOP hold on the chamber in 2026.

A draft plan that’s circulating aims to boost the Democratic margin to 48 of California’s 52 congressional seats, according to a source familiar with the plan who was not authorized to discuss it publicly. That’s up from the 43 seats the party now holds. It would need approval from lawmakers and voters, who may be skeptical to give it after handing redistricting power to an independent commission years ago.

In addition, the proposal would generously pad Democratic margins in districts for competitive seats anchored in Orange County, San Diego County and the Central Valley farm belt, giving Democrats an advantage as Texas Republicans try to sway the tissue-thin balance of the House.

According to the proposal, districts now held by Republican Reps. Ken Calvert, Darrell Issa, Kevin Kiley, David Valadao and Doug LaMalfa would see right-leaning voters shaved and Democratic voters boosted in a shift that would make it likely a left-leaning candidate would prevail in each race.

In districts held by Democratic Reps. Dave Min, Mike Levin and Derek Tran, the party’s edge would be boosted to strengthen their hold on the seats, the source said.

Democratic members of California’s congressional delegation were briefed on the new map on Monday, according to a person familiar with the meeting who requested anonymity.

The proposal is being circulated at the same time that Democratic Gov. Gavin Newsom has said he wants to advance partisan redistricting. He says he won’t move ahead if Texas pauses its efforts.

The Dems imported MILLIONS of illegals into Los Angeles county in order to gain congressional seats. How come no one talks about without illegals, Dems would lose 30 seats, to make it fair, they should lose ALL those seats..by the way, Schwartzeneggar has said if the Dems in Commiefornia try to do this he will fight it

Possible but unlikely. The extremes they would have to go to next would involve them violating their own laws and independent agencies along with legal challenges to the extreme amount of gerrymandering that would require in an already broken map.

The courts have rejected such extremes before.

IMO not a serious threat, but I am sure they will try. I think this is more screaming into the wind than anything else.

Gavin Newsom can just ask the legislature in CA to do it. All the judges are leftist so they will support Newsom.

I wondered that if they could do it, they would have done it already. How much Republican bone can the cut off the California carcass? The Demcrats invented gerrymandering after the Great Society Legislation of LBJ. They are about to lose it because of the USSC.

Call their bluff....they already have ~83% of the seats in a state that went 58-38 in the last election. Good luck gerrymandering enough districts to change that. They already lopped off a couple seats in their last redistricting in the 20 census. Love how they threw out names to try to pressure the republicans. It’s already a dead state (they just don’t know it yet)....My family and I left in ‘20 and will never go back.

The current law was enacted via the initiative process. There’s already work to set up a Special Election as early as November of 2025 to change the state constitution and law once more.

New York is also positioning itself to revise their districts to basically close Republicans out of state and federal offices there.

California has 9 Republican congressional seats they’ll work to flip through redistricting, and New York has 7. Even if they lose 20-30% of the seats, we’re still looking at a net Democrat gain of 12 to 13 seats if this goes through.

Calif already grossly underrepresents Rs as it is. would love to see its gerrymandering extremism go to Supreme Court. not sure if that is even possible.

They have already ruled that gerrymandering is a political issue left to the states.

If California wants to make it 52-0, who can stop them?

Managed by the California Citizens Redistricting Commission (CRC).

The California Constitution (Art. XXI) and Proposition 11 (2008) establish a single redistricting process per census.

The CRC is disbanded once final maps are certified—so there’s no standing body to redraw lines mid-decade.

🚨 3. When Early Redistricting Might Happen
California may be legally compelled to redraw lines before the next census only if:

✅ A court orders it due to:
Voting Rights Act violations

Unconstitutional gerrymandering

Population shifts causing severe imbalance (very rare)

✅ A ballot initiative or constitutional amendment changes redistricting rules.
🧠 Historical Precedent
Mid-decade redistricting has happened in some other states (e.g., Texas in 2003), but California’s independent process was designed specifically to prevent partisan manipulation between censuses.

Oh, no. What for some reason the article fails to mention is this: generally, a lot of the blue states have redistricting commissions and red states do not. So, to pull this off, a special election would need to be held in November, because the voters, before they collectively lost their minds, put the commission into the state constitution. A majority of both houses of the legislature would have to vote to call the election; 2/3 would need to vote to put a co stationed
Amendment on that ballot. The rats have the requisite majorities and I have little doubt they will go through those acrobatics to try to join the redistricting fun.

To the extent that CA voters have any common sense left, it appears with some notable regularity on the ballot measures. So it is at least possible that the amendment would not pass
