Since English Language Proficiency (ELP) was reinstated as an Out-of-Service (OOS) violation on June 25, 2025, states have been citing truck drivers who can’t speak or read English.

Some are enforcing it. Others, like Texas, are not. The good news? OOS is still OOS.

If a driver can’t read road signs, follow directions, or communicate during an inspection, that’s not just inconvenient -- IT IS DANGEROUS!

Here’s the total Out-of-Service inspections with at least one English Language Proficiency (ELP) violation since June 25, 2025.

Interesting to see some states not on here at all. For example, Minnesota. Trust me, I know we have way too many drivers that don’t speak English

From the chart, it looks like Texas leads in enforcement with more than twice as many as the next state. How am I reading the chart wrong. Or did the author?

I used to market commercial trucking insurance. It was weekly we’d have someone from Texas, usually, call, well someone called for them who barely spoke English, interpreting for the person wanting insurance. Or they’d call in and want to know if we had someone who spoke Spanish in the office. My answer was sorry, we all speak English here.

I used to get loads from around the country and Canada, eh. A supplier from Ontario seemed to always send truckers who were Russian. I couldn’t understand them and they were the laziest you could find.

I can understand why listening to Emerson, Lake, and Palmer while driving a semi could be considered distracted driving.

Lazaro Aguilera-Mederos crashed into stopped traffic in Denver.. a Cuban truck driver, killed four people and injured several others. found guilty on 27 counts = could not read English?

Initially, he was sentenced to 110 years in prison, but his sentence was later commuted to 10 years by Jared Polis..

My state of OK is well down on that list & MO doesn’t even show up. It doesn’t take much to identify potential OOS trucks in those 2 states. FL voters need to flag this data to DeSantis for immediate action to identify new clients for Gator Gitmo.

People raised in a culture where doing more than you absolutely must is foolish don’t acquire a strong work ethic. Why should one work harder when all get the same rewards?
This applies to socialist societies as well as to slaves. And also to too many unions and their members. The laziest,least productive enjoy the fruits of the real workers.

Spoke to a friend who runs a medium Midwestern size carrier the other day. He said he and his competitors were enthused about this. Apparently rates have been depressed for some time now, and they are hoping that taking some drivers off the road will lessen capacity, and thereby cause rates to rise. My experience is DOT hates this regulation, and is loathe to enforce it. Trump and Duffy will have to stay on the workerbees to make sure it is enforced.

I teach adult ESL classes a a community college. One day on the way to work, as I approached the entrance ramp to the expressway, I saw this sign:

EB90 CLSD. DTR WB90 EXT 3.

I knew what it meant, and I guess anyone proficient in English could figure it out. I decided to run it by my class, which was fairly advanced, and none of the students had any idea what it meant. They didn’t know “eastbound” and “detour” and “westbound” and, if they didn’t know those words, they wouldn’t know what these severe abbreviations meant. They were able to make a good guess at CLSD and EXT or at least thought “oh, yeah” when I pointed it out to them.

It was kind of important for any driver to figure this out because the sign was before the entrance ramp, there is only one ramp and it splits EB and WB, and INDOT decided for some reason not to put another sign at the split. An eastbound driver who didn’t understand the closure would have gone onto the EB ramp, only to get stuck there.

INDOT could have made the sign easier to understand, but they didn’t, and that’s the kind of stuff that drivers frequently face.

My college partners with a truck driving school for CDL training. I hope they are running students who are not proficient in English through the ESL classes first, but I wouldn’t bet on in.
