ICE memo reveals Trump's 'radical' plan to keep millions of illegal migrants locked up amid fears detention numbers will 'explode'
Millions of migrants who entered the United States illegally will be forced to remain behind bars while their deportation proceedings continue for months or even years under a new Trump administration policy.
The acting director for Immigration and Customs Enforcement, Todd M. Lyons, told agents in a July 8 memo that migrants will no longer be eligible for a bond hearing and should be detained 'for the duration of their removal proceedings.'
Lyons said the Department of Homeland Security and Justice Department 'revisited its legal position on detention and release authorities' and determined that migrants 'may not be released from ICE custody.'
The move, first revealed by The Washington Post, reverses legal standards governing migrant detention that have been held for decades and will boost the Trump administration's deportation blitz.
Tom Jawetz, a former homeland security official in the Biden administration, called it 'a radical departure that could explode the detention population.'
In the past, those who were marked for deportation have been able to request a bond hearing before a judge. If the judge granted the migrant a bond, he or she could be released into society as their deportation proceedings continued in the courts.
As of last year, the majority of the 7.6 million migrants on ICE's docket were released, the agency's annual report revealed.
But under the new guidance, those migrants will be forced to remain in detention centers, where the agency is currently holding about 56,000 migrants each day.
The capacity, though, is expected to nearly double under the recently-passed Big Beautiful Bill, which allocates $45 billion over the next four years to lock up migrants for civil deportation proceedings.

Trumps big new beautiful bill contains many more tens of billions for this illegal alien lock up and other ICE activities. This is why Trump wanted it so bad.
This lockup idea will greatly encourage self deportation. As in sell off your assets and scoot back to to your homeland, with thousands of dollars in your pockets. There even are $1000 and free plane ticket home incentives, for self deportation via using the ICE phone app.
Who is going to do all the grunt work they were doing?
Great plan. And even better if it causes some liberal heads to explode.
Americans will have to work, hopefully with higher wages.
Which traitor leaked to the Post?
Consider the source...
Here’s the thing about large hierarchical organizations. There will always be someone who is out of power or who never had power somewhere down in the bowels of the company who will stymie the implementation of the administrations’ plans. In this case, department managers might implement procedures that are in the realm of their power, but which effectively stop the President from succeeding. Thus, they allow bond hearings or multiple appeals of a judge’s deportation ruling. They know the process and they know how to create an endless and expensive cycle that stops any deportations.
Any place I worked six months, I could have provided a layoff list to the CEO of people who were actively or passively blocking the implementation of his policies. You’d think he should be able to see the members on the list from above, but the view from above is smiling, compliant faces. From below those same faces are all malevolent grins and nasty curses. I worked in a place where the CEO was making a sincere attempt to prevent bankruptcy. I found a lower-level manager who was working hard to make it fail. I asked him why, expecting a denial. Instead, he launched into an angry tirade about how the CEO had taken credit for something he had done and gotten his chance at the top by stealing credit. I said, okay, but if he fails, you’ll get laid off with everyone else. That didn’t register. It didn’t matter. His need for vengeance was job wise, suicidal. The CEO failed and the company laid us all off.
That’s not to say the miscreant manager was the only cause. One manager refused to give up his people because he’d lose his coveted manager’s parking spot. The fact he’d lose it anyway didn’t seem to matter. People blocking the top guy do so for a legion of reasons.
Mostly the only way to turn these people around is for a sufficiently high-ranking person to pay a personal visit and emphasize that they aren’t invisible and action will be taken if the attitude doesn’t change.
And it’s so nice to see that Trump is freaking out the UK’s Deep State on a daily basis.
Can’t wait for the president’s trip to the UK in September.
Why allow bond? They have been avoiding the system for years and will do so again if let loose.
A good start would be to eliminate most welfare and get all these baby mamas working for a living instead of swiping their EBT cards. Then get the baby daddies to real work by executing drug dealers. That will disincentivize that way of life.
“Who is going to do all the grunt work they were doing?”
LEGAL immigrants
Florida skeeters and alligators want “blood” just as bad as Hakeem Skyhook’s low I.Q., insane voters with their complimentary college participation diplomas. ICE has to keep their source locked up.
Lock them up in Red States. Then redo the census and count them all to boast congressional seats in Red States.
You say this like it's a bad thing...
Well, Duh
What do you mean ‘a secret memo’? Trump has been screaming this from the top of his lungs for years: No catch and release.
The OP fears that this will keep people locked up for months and even years. Well, that is because of the liberal interference and judges that insists on an extended ‘due process’. Trump has made it clear he wants a streamlined operation taking about a week to process and deport.
That is the whole point of the Alligator Alcatraz facility, bring in the foreign criminal, give him a chance to self deport right on the spot, or be processed. If processed, then be held only one or two weeks in the facility and then be deported right after.
It is the heartless liberals that would keep the poor sympathetic foreign criminal imprisoned for months or years with their constant appeals and additional due process requests and not allow the government to deport them right away which would allow that person to restart their new life somewhere else.
The liberals and the OP are missing the point. We don’t want to imprison them, we don’t want to house them, we don’t want to feed them, we don’t want to heal them. No matter how horrible their crimes they are given a pass and a chance for a new start, no prison involved. We just want them out of here.
It’s no coincidence that the new Medicaid rules require work.
Hence the new work requirement for Medicaid.
Who is going to do all the grunt work they were doing?
The same people that were doing it before they came and agreed to work either under the table or at minimum wage with no benefit.
Less illegals means wages go up. This is exactly what is needed.
