My understanding is that President Trump and Speaker Johnson have planned a legislative package as a pragmatic way to get the legislation passed. First the OBBB, then a series of rescission bills that un-do particular items of spending. An example is H.R. 4 - Rescissions Act of 2025. This bill, proposed by President Trump on June 3, 2025, seeks to rescind $9.4 billion in unobligated funds previously appropriated by Congress. It was passed by the House of Representatives on June 12, 2025, with a vote of 214 to 212 and is now under consideration in the Senate, with a deadline for action by July 18, 2025, under the Congressional Budget and Impoundment Control Act of 1974.

Supposedly there will be more such bills, so if you consider the legislative program as a whole, it is supposed to reduce the deficit.

We will see if it can be accomplished.

In the Senate, the bill is eligible for expedited consideration, requiring only a simple majority (51 votes) rather than the usual 60-vote threshold to avoid a filibuster. The Senate has until July 18, 2025, to act, or the funds must be released for obligation.

So, call your senator and tell him to vote for the senate version of H.R. 4 - Rescissions Act of 2025.
