“rig”? You mean.... actually counting those who are here LEGALLY?
I don’t even have a problem COUNTING immigrants for statistical purposes, but ONLY US Citizens are entitled to representation in our Constitutional Republic.
The whole “counting every body and assigning Congressional seats based on total population, not only of citizens, but every immigrant, including illegal aliens” is tied to the sanctuary city/state model. Pumping the numbers to grab power.

The current methodology absolutely trashes the concept of "one man, one vote". Why should California have extra House reps just because they have a huge population of non-citizens residing there? If they ever fix this, the blue states are going to lose their unfair advantage.
