Guess not?

Maybe that only has to do with flaps, etc. (flight surfaces only?)

There is no need for fuel control levers to be part of a Takeoff Warning System as the engines won’t run with fuel controls off. They couldn’t even taxi with them off, much less takeoff.

It's even more basic than that. There is no way the switches could be configured wrong and keep the engines running.
