To me, this really isn't difficult to understand. Or maybe I'm wrong in which case someone can help me.
-- The Constitution grants Congress the power to declare war.
-- The Constitution also states the president is the commander-in-chief of the US military.
Isn't it fair to say military action can stem from either the Congress or the president? Neither necessarily requires the approval of the other to authorize a military action?
These folks who claim not a single bomb can be dropped without prior congressional approval really need to rethink the impracticality of their position.
