Organizers behind the Black Lives Matter mural in front of Santa Cruz City Hall are hosting a repainting of the public art piece on Saturday, with proceeds from the event going toward the recovery of Thairie Ritchie, a local activist who set himself on fire while standing atop the mural on Martin Luther King Jr. Day.

I don’t recall seeing any African Americans in Santa Cruz when I’ve visited. Mainly just for the board walk, though. It’s gotta be minimal.

Back in the day there were a tone of Hispanics, some since way before 1849 and Asians, mostly Japanese return from Manzanar.
There were some blacks living around the West Side, Wilkes circle.

. . . You perhaps are referring to paint designed to adhere to outdoor surfaces, such as the sides of buildings?
Such paint would, in my experience, be oil-based, and therefore highly inflammable.
I can't speculate on why you asked, but since we're all interested in maintaining public spaces to be attractive and clean, it's an excellent question, and there's your answer.
